Chapter 254 - The Establishment of the Navy

In the wake of the Mist's internal chaos, Hozuki Kaigetsu took office as the Fifth Mizukage.

His first act was a shock to the shinobi world: he announced a "shredding" of the village's military structure, pivoting toward an elite-only model and drastically reducing the overall number of active ninja.

This move was met with secret jubilation by the Daimyo of the Land of Water.

During Yagura's reign, the "madman" had essentially held a blade to the Daimyo's throat, demanding astronomical funds to maintain a bloated military that did nothing but slaughter itself in internal purges.

To the Daimyo, paying for his own nation's lifeblood to be spilled felt like a terrible investment.

When the new Mizukage voluntarily slashed the budget and capped the shinobi force at a mere 1,000—a scale similar to minor villages like the Hidden Grass—the Daimyo nearly wept with relief. He practically wanted to hand Kaigetsu a "Model Citizen" award.

Within the Mist, those with true vision had long been purged or silenced. The remaining "fence-sitters" offered little resistance.

Once the elite strategy was in place, the new administration began systematically reclaiming the massive backlog of missions that had fallen into the hands of missing-nin and the underground black market during the "Bloody Mist" era.

In a move that mirrored the historical relationship between Konoha and a declining Sand, the Mist signed a comprehensive alliance with the Hidden Sand. 70% of the Mist's mission volume was outsourced to Shiraishi's village.

The geopolitical map was now set:

The Oceanic Bloc: The Hidden Sand and Hidden Mist.

The Continental Bloc: The Hidden Leaf, Hidden Stone, and Hidden Cloud.

The other Great Villages watched with feigned indifference. The Mist was so far gone that its "surrender" to the Sand wasn't surprising.

Even Danzo, the "Darkness of the Leaf," didn't clamor for war. However, many wondered how the Sand's intelligence network had become so pervasive that they could facilitate a regime change so smoothly.

The realization hit home when waves of bloodline clans and master craftsmen began migrating from the Mist to the Land of Kusagakure (Kuna).

With the alliance secured, the Sand's sphere of influence now spanned half the shinobi world.

The Maritime Triangle

"The second phase of the Sea Train is currently being laid. The Land of Artisans, the Eastern Peninsula (Land of Demons), and the Land of Water are our new nodes."

In the Kazekage's office, Morimoto Ryoji stood alongside a dozen Sand Jonin. Clad in sea-blue tactical gear, these were the rare Sand shinobi proficient in Water Style—the core of the village's new maritime force.

"Beyond the Sea Train, the Sand requires a dedicated Maritime Combat and Defense Center."

As Shiraishi spoke, a holographic map flickered to life. "On the side of the Land of Demons in the Eastern Peninsula, there is a massive sea canyon.

My calculations show that by strategically altering this canyon, we can generate a specific current that pushes directly toward the Land of Artisans."

Shiraishi planned to create a permanent whirlpool node south of the Land of Artisans to refract this current toward the Land of Kusagakure.

From there, another node would loop back to the Land of Demons, forming a perfect Strategic Triangle.

Before mastering Sage Mode, Shiraishi could never have sustained such a massive environmental feat. But now, he had the remnants of the Box of Ultimate Bliss.

Though the Box was destroyed, its "Natural Energy Induction Device" remained. Shiraishi split the device into three parts and cast them into the deep sea at these nodes.

This served two purposes:

It provided a limitless "battery" of natural energy to maintain the permanent whirlpools.

It ensured the Box's components were buried in the abyss, preventing the Sage of the Six Paths from ever using them against the Sand again.

By closing three giant "Sea Gates" at these nodes, the current would cease, revealing a hidden, calm center—a "No Man's Island." By opening specific gates, the Sand could propel ships at incredible speeds between the nodes.

"The base in Kusagakure is no longer sufficient. This uninhabited island at the heart of the Triangle will become the Sand's Naval Headquarters."

The Birth of the Navy

Shiraishi's ambition didn't stop at geography. With the influx of master craftsmen from the Mist, the Sand's long-stalled "Maritime Combat Puppets" were finally perfected. These aquatic juggernauts were no less destructive than the Dragon Puppets used on land.

Mass-produced warships began "sliding like dumplings" off the assembly lines. Far from slowing down after the Mist's collapse, the Sand's military expansion had gone into overdrive.

Shiraishi formally separated this division into a new, independent branch.

The Sand Navy.

While technically under the Jonin Commander's umbrella, the Navy—like the ANBU—was granted immense autonomy and authority. Morimoto Ryoji was officially appointed as its first commander.
