Sometimes, disputes over resource allocation would turn them into mortal enemies, battling for victory through endless territorial wars and resource raids.
At other times, they would form offensive-defensive pacts to resist common foes and divide the spoils, creating massive factional conglomerates.
The core purpose of all this was to vie for greater influence within the domain, thereby controlling more abundant planar resources and Extraordinary legacies.
Once a faction had established a firm foothold in its domain, its position unshakeable, its focus would shift to the nation-level Plane War.
