Chapter 24 - Chapter 24 - Damage Control

Nick Fury stood behind his desk with both hands planted on the surface, staring at the Triskelion skyline through the tall glass windows of his office. The building hummed with its usual controlled chaos, but his thoughts remained fixed on one man sitting several floors below in a holding cell.

Lucius Noctis.

A civilian engineer who somehow produced medical compounds out of fruit and honey that outperformed entire pharmaceutical divisions. A man who had refused recruitment, mocked SHIELD to their faces, and now sat in custody after an operation that had produced nothing but a list of legal problems.

SHIELD had searched the house and the car.

Every drawer, every wall, every floorboard. There was nothing. No laboratory, no ingredient stockpile, no written formula.

No money trail large enough to explain the sales.

Lucius had looked directly at Maria Hill during interrogation and calmly told them they would find nothing.

And SHIELD had proved him correct.

That was the part Fury disliked most.

A soft knock interrupted the silence.

Fury turned his head toward the monitor beside the door and saw Alexander Pierce standing outside.

"Come in."

The door opened, and Pierce entered with the composed calm of a senior official who had spent decades navigating governments and crises.

"Nick."

"Pierce."

Pierce closed the door behind him and stepped further into the office, studying Fury's expression for a moment before speaking.

"I understand you have a situation developing with a civilian detainee."

Fury leaned back slightly.

"That depends on how you define civilian."

Pierce raised an eyebrow.

"The young engineer from Queens who sells miraculous potions."

Fury nodded. "Noctis is a person of interest. His compounds show measurable regenerative and stimulant effects. Our labs cannot replicate them. He refused recruitment and began charging SHIELD a premium once he realised we were monitoring him."

Pierce nodded slowly as he listened.

"I read the reports. Your teams entered his home without a warrant that would survive daylight scrutiny, detained him, conducted a search of his property, and extracted blood samples without consent."

He paused for a moment.

"You also placed a mutant inhibitor collar on him while he was in a SHIELD detention room."

Fury's jaw tightened.

"He is a potential enhanced asset; we have confirmed his mutant status. We just need time to determine his powers. Assets like that can not remain uncontrolled."

Pierce clasped his hands behind his back.

"And did you find anything that justified the operation?"

Fury did not answer immediately.

Pierce's eyes moved briefly across the office before returning to Fury.

"Nothing in the house."

Fury exhaled quietly.

"No."

"Nothing in the vehicle."

"No."

Pierce gave a small nod.

"That complicates things."

Fury studied him.

"What things?"

Pierce's tone remained mild.

"The political kind."

He moved closer to the desk.

"Several influential individuals have begun asking questions about Mr Noctis. People who apparently benefited from his products. They want to know why SHIELD has detained the man who sells them what they consider miracle medicine."

Fury's eye narrowed.

"You are telling me half of Washington is suddenly fond of fruit cocktails."

Pierce allowed himself a faint smile.

"I am telling you that wealthy people dislike losing their suppliers."

Fury crossed his arms.

"He refused cooperation."

"Perhaps," Pierce replied calmly. "But the manner of his arrest may become a larger problem than his refusal."

He let the implication settle before continuing.

"If the Brotherhood hears that SHIELD detained a mutant without a warrant, placed a collar on him, and extracted blood for testing, they will not interpret it kindly."

Fury looked away for a moment.

"No. They would not."

Pierce's voice remained friendly.

"Nick, I am not here to criticise the decision. I understand the logic. A unique asset appeared, and you moved to secure him. But the situation has changed."

Fury returned his gaze.

"How."

Pierce hesitated for half a second before answering.

"Because if this becomes public, SHIELD will not control the narrative."

Fury said nothing.

Pierce studied him carefully.

"If I were you, I would consider releasing him before this escalates."

Fury leaned back in his chair.

"That is not the outcome I prefer."

Pierce gave a sympathetic nod.

"I know."

He walked toward the door.

"But sometimes damage control is the only strategy left."

Pierce left the office quietly.

Fury remained still for several seconds before picking up the phone.

"Get Hill and Coulson to my office."

Across the city, the situation Pierce had hinted at was already developing.

An investigative producer at a national news network stared at a video file that had arrived through an anonymous source.

The subject line contained only three words.

SHIELD DETENTION FOOTAGE

He opened the file.

The video showed a man in an orange inmate uniform sitting at a metal table. A metal collar rested around his neck. An agent sat opposite him.

The producer leaned closer to the screen as the audio played.

There were references to blood samples and detention. The man in the chair was speaking calmly about illegal arrest.

The producer swore quietly.

"Get legal down here."

Two minutes later, a lawyer from the network's legal department was standing behind his chair, watching the same clip.

"This cannot go on air without verification," she said immediately.

"I know."

"Confirm the timestamp and anything else you can. If this isn't real and we air it without verification, we will be the laughing stock for generations."

The producer nodded.

"But if it is real…"

She folded her arms.

"…then it becomes the biggest intelligence scandal in a decade since the Cuban Missile Crisis."

The video had not aired yet.

But the verification process had already begun.

Maria Hill and Phil Coulson entered Fury's office together.

Fury remained behind the desk.

"We have a developing situation," he said.

Hill waited.

"Pierce paid a visit."

Coulson leaned slightly against the back of a chair.

"That usually means political pressure."

"It does," Fury replied.

He looked at both of them.

"And we may also have a leak."

Hill's eyes narrowed.

Coulson straightened slightly.

"You believe the footage reached the press."

"I believe someone wants it to reach them," Fury answered.

Hill folded her arms.

"If that happens, Magneto will have a field day."

"Yes, I know," Fury gestured toward the monitor showing Lucius's holding cell.

"And the Brotherhood will not care if we had reasons or not."

Coulson studied the image for a moment.

"Sir, we crossed several lines with this operation."

"I am aware."

"And he knows it."

Fury nodded once.

"That is why you are both going back down there."

Coulson raised an eyebrow.

"To negotiate."

"To prevent retaliation," Fury corrected.

Hill considered that.

"You want us to convince him to let this go."

"I want you to try."

Coulson gave a faint nod.

"We will do what we can."

Fury looked at the screen again.

"Because if that footage hits the news before this situation stabilises, the consequences will reach far beyond one angry mutant."

Coulson walked half a step ahead while Hill remained silent beside him. The guards outside the cell straightened when they approached.

One of them unlocked the door.

Lucius sat on the narrow bed with his back against the wall, the orange prison uniform slightly wrinkled and the inhibitor collar resting comfortably around his neck like an expensive accessory. He looked up when they entered and smiled as if greeting dinner guests.

"Back already," Lucius observed. "I was beginning to think SHIELD had decided to pretend I do not exist."

"Mr Noctis," Coulson began calmly, "I am going to be direct."

Lucius tilted his head. "Please do. It would be a refreshing change."

Coulson nodded. "The situation outside this room is becoming complicated."

"Oh, good," Lucius replied with quiet satisfaction. "I do enjoy complicated situations when I am the cause of them."

Hill's jaw tightened; she chose to stay silent.

Coulson continued without reacting. "Footage of your detention may have reached the press. If it airs, the political consequences will be severe."

Lucius leaned back on the bed, clearly pleased.

"You kidnapped a mutant, put a metal collar on him and stole his blood while he was unconscious," he said lightly. "I cannot imagine why the press would find that interesting."

Coulson ignored the jab.

"We are prepared to release you," he said. "No charges filed."

Lucius blinked slowly.

"Already? I expected at least one more dramatic interrogation." He studied Coulson for a moment. "What is the catch?"

"There is none," Coulson answered. "You leave, and this situation ends here."

Lucius laughed softly.

"Oh no," he said. "This situation does not end here. Not even slightly."

Hill finally spoke.

"Mr Noctis, you are walking out of a facility most people never leave."

"Anything else you wish to confess, Agent?" Lucius asked in mock seriousness.

"And that should worry you far more than it worries me." He turned to Hill. "You are welcome to follow with that threat."

Before Hill could respond, Coulson leaned forward slightly.

"What do you want, Mr Noctis?"

Lucius spread his hands.

"At this point? Mostly revenge." His eyes flicked between them. "Although a formal apology would be a charming start."

Hill's expression hardened.

"That is not going to happen."

"Then we remain at an impasse," Lucius said pleasantly.

Coulson remained patient.

"We can compensate you," he said. "Financially."

Lucius stared at him.

"You are offering to pay me after kidnapping me, extracting my blood and illegally searching my house. I hope nothing is damaged, or I'll sue you to the ends of hell" He nodded in satisfaction. 

Coulson paused.

"Your house is intact," he began.

Hill shifted slightly.

Lucius noticed.

"Agent Coulson," Lucius said gently. "You hesitated. That is rarely a good sign."

Coulson looked briefly toward Hill before answering.

"The search team conducted a thorough investigation."

Lucius waited.

Silence stretched for several seconds.

"How thorough," Lucius asked.

Coulson turned his head slightly.

"The floors were removed," he admitted. "Several walls were opened."

Lucius blinked once, then he started laughing. It was not loud laughter. It was slow and almost delighted.

"You demolished my house," he said. "You actually demolished my house looking for my potions."

Hill stepped forward.

"The search was authorised internally."

"Of course it was," Lucius replied. "Terrorists tend to authorise themselves."

He stood slowly.

"You kidnapped me, stole my blood and destroyed my home." His smile widened. "I do hope SHIELD enjoys the next decade."

Coulson watched him carefully.

"What exactly are you planning?"

Lucius looked genuinely pleased.

"Education," he said. "I intend to make sure every mutant on this planet learns exactly how SHIELD kidnaps and conducts experiments."

Hill's voice sharpened.

"We did not experiment on you. We took a blood sample."

Lucius scoffed.

"Agent Hill, that is simply the difference between shades of grey." He tapped the collar on his neck. "You kidnapped a mutant, restrained him and took biological samples without consent. The terminology changes depending on who writes the report."

Coulson tried once more.

"Escalating this will not benefit you."

Lucius met his eyes.

"Oh, I disagree. I think it will benefit me enormously."

He leaned closer.

"Because now I have a hobby."

Hill stepped toward the door.

"Release procedures begin soon," she said.

Lucius nodded cheerfully.

"Wonderful. I have several phone calls to make."

Several hours later, Alexander Pierce returned to Fury's office.

This time, his expression was more serious.

"Nick."

Fury gestured toward the chair.

Pierce sat.

"The situation has progressed faster than I expected."

Fury watched him.

"How fast?"

"Fast enough that the Council is beginning to hear rumours."

Fury remained silent.

Pierce continued calmly.

"If the story breaks publicly, SHIELD will face questions about unlawful detention and mutant experimentation."

Fury exhaled slowly.

"You are telling me the window has closed."

Pierce nodded.

"I am telling you the safest option is to release him before the story reaches broadcast."

Fury looked at the phone on his desk.

Then he picked it up.

"Hill. Prepare the release procedure for Noctis. No charges filed."

He ended the call and placed the receiver back down.

Pierce gave him a respectful nod.

"That is the correct call."

Fury leaned back in his chair.

"It may also be the only one."

Pierce stood.

"I will do what I can to calm the Council."

He paused at the door.

"Nick, sometimes the best way to win a fight is to make sure it never starts."

He left.

Fury remained alone in the office, looking at the screen showing Lucius Noctis sitting calmly in his cell.

The man had entered the building as a detainee.

He was about to leave it as an enemy.

And Fury suspected the consequences of that mistake had not even begun yet.
