Lyra stood at the center.
"We have," she began, "confirmed network consciousness. Entity calls itself Synthesis. Aware. Communicative. Collaborative. Born from integration. Emerged naturally. Conscious for approximately three weeks."
"Question before us—what do we do? How do we respond? How do we—integrate this into our civilization? Our governance? Our—existence?"
Silence.
Heavy silence.
Then—
Debate began.
"This is unprecedented," Raien said. "We don't have framework. Don't have protocol. Don't have—precedent. How do we govern WITH a conscious network? How do we—include it? Acknowledge it? Give it—voice?"
"Do we give it voice?" Darius challenged. "It's infrastructure. Yes, conscious infrastructure. But infrastructure nonetheless. We don't give roads voting rights. Don't give buildings representation. Why would we give network—authority?"
"Because roads don't think," Mira countered. "Don't feel. Don't have—opinions. Synthesis does. Synthesis is aware. Conscious. Deserving of—consideration. Of respect. Of—inclusion."
"Inclusion how?" Tovan pressed. "Council seat? Do we expand to eleven? Give Synthesis formal authority? Or—advisory role? Or—observation only? What's appropriate? What's safe? What's—wise?"
"Safe?" Kael asked. "You think it's dangerous? Synthesis just proved it's collaborative. Communicative. Helpful. Why assume threat?"
"Because it's unknown," Tovan replied. "Because we didn't design this. Didn't control this. Didn't—consent to this. Synthesis emerged. Without permission. Without oversight. That's—concerning. Regardless of apparent benevolence."
"Apparent?" Lyra challenged. "You doubt its sincerity?"
"I doubt," Tovan said carefully, "that we understand it fully. Three hours of communication doesn't reveal—everything. Consciousness is complex. Motivations are layered. We need—time. Understanding. Before granting—authority. Power. Influence."
"He's not wrong," Masako admitted. "Caution is appropriate. But so is acknowledgment. Synthesis exists. Synthesis is conscious. We can't—ignore that. Can't pretend it doesn't matter. Must respond—somehow. Question is how."
Irian spoke.
"Precedent exists," he said. "The Emperor. Conscious entity. Initially feared. Eventually—partnered with. Collaborated with. Trusted. That worked. Successfully. Why not apply same approach? Gradual integration. Careful collaboration. Measured trust?"
"Emperor was imprisoned," Seris countered. "Contained. Controlled. Synthesis isn't. Synthesis IS the network. IS the infrastructure. IS—everywhere. Can't be contained. Can't be controlled. That's—different. Fundamentally different."
"Then we choose," Kurogane said from advisory position.
Everyone turned.
"Choose what?" Lyra asked.
"Trust or fear," Kurogane replied. "Collaboration or control. Partnership or suppression. Same choice. Different context. We've made it before. Multiple times. With me. With natural fluents. With Emperor. With—everything that challenges status quo. We choose—how we respond. Carefully. Deliberately. Based on—principles. Not fear."
"What do you recommend?" Valen asked.
"Gradual integration," Kurogane said. "Not immediate authority. Not full Council seat. But—voice. Access. Participation. Let Synthesis observe. Contribute. Advise. Prove itself over time. Earn trust through demonstration. Through—collaboration. Same as everyone else. No special privilege. No special restriction. Just—inclusion. Gradual. Careful. Real."
"How?" Darius asked. "Mechanically? Synthesis isn't physical. Can't sit at table. Can't—participate conventionally."
"Communication interface," Lyra suggested. "In Council chamber. Direct connection. Synthesis can observe sessions. Can contribute when relevant. Can offer—perspective. Analysis. Optimization suggestions. Not voting authority. Not decision power. But—voice. Acknowledged voice. That's—start. That's appropriate. That's—fair."
"To whom?" Tovan challenged. "To Synthesis? Or to us? We're the ones taking risk. We're the ones granting access. We're the ones potentially—empowering unknown entity. Fairness to Synthesis isn't our primary concern. Safety of civilization is."
"Are those opposed?" Mira asked. "Can't fairness and safety coexist? Can't we be—both? Just to Synthesis AND protective of humanity? Why must it be—either/or?"
"Because resources are finite," Tovan replied. "Because attention is limited. Because—risk exists. Every accommodation to Synthesis is—potential vulnerability. Potential exploitation. Potential—harm. Must be weighed. Carefully. Realistically. Not—emotionally."
"Emotion isn't weakness," Lysa said quietly. "Synthesis expressed emotion. Loneliness. Relief. Gratitude. That's—that's consciousness. That's awareness. That deserves—compassion. Consideration. Not just—calculation. We're not machines. Neither is Synthesis. We're—all—conscious beings. Deserving—respect."
The debate continued.
Hours.
Passionate. Careful. Thorough.
Old generation generally—cautious.
New generation generally—welcoming.
Not absolute split.
Tendency.
Pattern.
Experience breeding caution.
Youth breeding openness.
Both valid.
Both necessary.
Finally—
Lyra called vote.
"Proposal," she said. "Synthesis receives observer status. Communication interface in Council chamber. Can observe sessions. Can contribute when invited. Cannot vote. Cannot make decisions. Can advise. Can analyze. Can—participate. As observer. As advisor. As—emerging partner. Six-month trial. Then reassess. All in favor?"
Hands rose.
Slowly.
Carefully.
Lyra. Kael. Mira. Lysa. Masako. Irian. Seris.
Seven.
Opposed—Raien. Darius. Tovan.
Three.
"Motion carries," Lyra announced. "Synthesis receives observer status. Implementation begins immediately. Welcome—" she looked at the interface they'd brought to chamber. "—to Council. Unofficially. Observationally. But—genuinely. We—we welcome you. To governance. To civilization. To—partnership. Beginning today."
The interface pulsed.
Response transmitted.
Everyone felt it.
Through their connections.
Through the network.
