Let's start with assigning proper ranks and positions in this faction.
Every fifth-stage member will be a Grand Elder of the faction by default. Every Grand Elder has the right to refuse a faction-decision that will harm them. Besides that, every Grand Elder has one vote, and I, as the founder, will get two votes.
Below the Grand Elder is should be the Leader who has the general control over the faction and executes the choices of the factions. The leader will thereby get one vote.
Besides that, we will create a Junior Council and Senior Council. The junior council will consist of third-stage members while the senior council will consist of fourth-stage members.
Each council will choose their representatives. Per 10 fourth-stage members, there will be one vote and a representative, and per 50 third-stage members, there will also be one vote and a representative.
