As the names depicted, the respective Minor Treasure allowed the user to get a sense of the inner workings of wind and water flow.
When there's a pressure difference between two regions, a wind is generated. An expansive region had multiple such locations with varying degrees of pressure differences brought about by countless weather conditions.
The Minor Treasure of Wind Flow Sense allowed its user to feel the cause behind the generation of each stream of wind.
Similarly, water flowed from a higher potential to lower potential. This was the basics. And then, you have things such as capillary rise, osmosis, etc, all of which affect a stream of water. The Minor Treasure of Water Flow Sense allowed its user to perceive the cause and effects related to water streams.
