The Administrators had no true form.

When they appeared,

they were perceived as:

silhouettes,

symbols,

presences aligned perfectly with their domain.

They did not desire worship.

They did not demand loyalty.

They did not speak unless correction was required.

They were authority without ego.

And because of that—

they were terrifyingly effective.
