A catalyst meant that the two people communicating had to establish a connection through some medium. It was somewhat similar to Servant summoning in the Fate series, but not exactly the same.

For most people, using the Parallel Universe Intercom had a 99.99 percent chance of failure. Even if it succeeded, they could only talk to another version of themselves.
The reason was simple. The catalyst requirement was extremely demanding.
For example, if Otto from Honkai Impact 3rd wanted to talk to Kallen from another world, he would need a catalyst that could represent that other-world Kallen.
At minimum, something like a Parallel Universe Kallen Banner or Parallel Universe Kallen Weapon.
But then comes the problem.
If he could obtain something like that, talking face-to-face with parallel Kallen would already not be difficult. Why would he need the Parallel Universe Intercom at all?
So from that perspective, when you needed it, you could not use it. When you could use it, you no longer needed it. The item really was as useless as the Cat System described.
However.
Kiyono Inori still tried to set up a communication network.
Using the fairy magic she had mastered and the achievement on Elysia, Mysterious Killer, as divergence points,
Using the Elysia Cat she carried with her as the catalyst, then reinforcing the signal with several enhancement fairy spells, she attempted to contact Elysia in another world.

When Kiyono Inori pulled Elysia Cat, she had also obtained this Destruction Aeon blessing. By petting the Elysia Cat, she installed it onto Elysia.
Against a mere Judgment-class Honkai beast, it was naturally difficult to deal serious damage to Elysia, so there was no need to worry about the side effects of Destruction tendency.
At the same time,
That Honkai beast possessed an extreme cold domain similar to the Herrscher of Ice, and the battlefield was on the South Pacific Ocean. This was practically a heaven-chosen home field.
This greatly reduced Elysia's attack effectiveness, especially since she had not yet fully awakened her Herrscher authority.
