Cementoss could control cement—even broken cement—but if Masata melted it into magma or fully assimilated it, it would leave Cementoss powerless.

Masata said with a grin, patting Bakugo's shoulder as he passed him.

He walked briskly to the center.
"Okay, teacher—go all out!"
With full confidence, Masata tossed his shirt to Yaoyorozu. His well-built frame flexed naturally, muscles shifting with his movements.
Cementoss's expression turned serious.
"Be careful."
This time, his movements were completely different.
"What's this—special treatment?!"
Masata shouted as a massive concrete wave, tens of meters high, surged toward him like a tsunami.
"All Might! I protest!"
"Protest denied!"
All Might replied mercilessly.
"Tch. No sense of humor."
Masata's playful expression vanished. Magma began to flow along his arms.
"This is the first time I've combined full elementalization with this technique…
Teacher Cementoss is tough enough. I should be fine going all out."

He had complete confidence that Masata wouldn't harm allies or teachers—but instinct still kicked in.
