Kuina and Zoro might not know, but he was aware that this so-called Delasi Kingdom was an independent nation in East Blue, and apparently even a member nation of the World Government.
The Hunter Guild was an organization established by Cyrus, so would the prince of a World Government member nation really join the Hunter Guild?

After speaking, Payne waved his hand and left with his crew after loading the pirates onto their ship.
"Why didn't you let us join?" Kuina asked once these people had left, looking at her father with confusion.
"There are some matters I need to discuss with you first, and if you want to join the Hunter Guild, some preparations are necessary, so it would be best to consult Cyrus about it." Koshiro thought for a moment.
"But for now, it would be best for you to gain some experience in East Blue first."
The Grand Line was no place for the current Kuina and Zoro to venture into.
After returning to the Isshin Dojo, Koshiro invited the two to sit down.
"It appears that the Hunter Guild established by Cyrus is developing quite rapidly, though he doesn't have this many personnel."

Their gazes made Zoro feel embarrassed.
He raised his hand to scratch his short green hair while his expression looked awkward.

"Are you saying you want to catch up to Cyrus?" Kuina asked in a strange tone.
"Is there a problem?" Zoro still hadn't realized where the issue lay.
"No problem, but you'll need to double your efforts." Koshiro patted Kuina's shoulder to signal her to say less, then smiled and spoke to Zoro.
"Absolutely, I'll put in two hundred times the effort!" Zoro shouted with full enthusiasm upon hearing this.
Kuina pursed her lips, wanting to roll her eyes but forcing herself to hold back.
"I'll give you another six months, and during this time, you can explore around Shimotsuki Village. Kuina, you take Zoro with you and make sure he doesn't get lost. If you can meet my requirements after six months, I'll let you set sail."
Koshiro knew he couldn't stop them.
Cyrus had brought significant changes to the sea, and the situation was becoming increasingly complex, so Kuina and Zoro still needed to improve their strength a bit more.
"Okay, Master Koshiro, I'll work hard!" Zoro nodded and ran outside.
Seeing Zoro still so impulsive, Kuina shook her head and looked at her father.
"After we set sail, can we go find Cyrus?"
