Chapter 17 - Liu Jingsheng's Suspicion

The tension in Xiangyang was palpable as Liu Biao, the Governor of Jingzhou, sat surrounded by his most trusted advisors. Among them was Cai Mao, the military strategist, who was advocating strongly for accepting Lü Bu into Jingzhou. The political landscape had grown increasingly unstable, and Lü Bu's flight from Xia Pi and subsequent request for refuge posed a delicate dilemma for Liu Biao.

Liu Xian, an influential advisor from Lingling, voiced his concerns. "If we accept Lü Bu, there is a real risk that he might join forces with Zhang Xiu, who is currently stationed in Nanyang. This could jeopardize our ability to defend against Cao Cao, should he attempt to advance southward."

Kuai Yue, another trusted advisor and the Governor of Zhangling, calmly interjected, attempting to calm the situation. "Indeed, Lü Bu and Zhang Xiu have a shared history from their time under Dong Zhuo. However, I believe their personalities are too different for them to ever unite. Lü Bu's ambition would not allow him to serve under Zhang Xiu, and Zhang Xiu has much more territory and influence in Nanyang."

The tension in the room grew as Liu Biao weighed their words carefully. The idea of Lü Bu and Zhang Xiu potentially forming an alliance was unsettling, especially considering Cao Cao's growing power. Liu Biao was torn between his desire to protect his land and his natural suspicion of Lü Bu's past.

As Liu Biao prepared to make a decision, a messenger entered the room, carrying a letter from Cao Cao. The messenger handed it over, and Liu Biao quickly scanned the contents. The letter was unexpectedly cordial, a stark contrast to the harsh reality of Cao Cao's military campaigns.

"Liu Biao," Cao Cao's letter read, "I allowed Lü Bu to escape Xia Pi because I remember his service in the downfall of Dong Zhuo. As a man of great talent, I have decided to spare him, and I ask that you consider his request to seek refuge in Jingzhou."

Liu Biao paused for a moment, his eyes narrowing. He had heard of Cao Cao's reputation for manipulation, and this letter seemed to have a hidden agenda. Cai Mao, sensing Liu Biao's hesitation, spoke up. "This could be a trick, my lord. Cao Cao has lost control of Lü Bu. The letter is likely a part of his plan to sow discord and turn you against Lü Bu."

Liu Xian, ever cautious, added, "Yes, Cao Cao is known for using such tactics. This letter could be a way for him to manipulate you into seeing Lü Bu as a threat, causing you to act against him."

Liu Biao frowned, contemplating the situation. It seemed that no matter what decision he made, he would be playing into someone's hands. If he accepted Lü Bu, he risked angering Cao Cao and alienating his allies. But if he refused, would Cao Cao see it as a sign of weakness? The stakes were high, and Liu Biao felt the weight of the decision pressing on him.

After a long pause, Liu Biao turned to Kuai Yue. "What do you think? Should we accept Lü Bu or not?"

Kuai Yue replied with calculated calmness, "Master, while Lü Bu's reputation is tarnished, and his loyalty uncertain, I believe we have little to lose by offering him refuge. Cao Cao has already shown us his hand. His letter is likely meant to provoke suspicion and distrust. If we take Lü Bu in, we control him, and he might even be a useful pawn against Cao Cao."

Cai Mao added, "Indeed. Lü Bu could be used to bolster our defenses. If Cao Cao sees us harboring Lü Bu, it may draw his attention elsewhere, giving us time to consolidate our power."

But Liu Biao's doubts lingered. "What if Lü Bu is part of Cao Cao's plan? What if he is here to stir up trouble within Jingzhou?"

Kuai Yue shook his head. "I believe Lü Bu is more interested in survival than conquest. His loyalty is hard to pin down, but for now, he is a man with no place to go. If we offer him sanctuary, he will be forced to play by our rules."

As the meeting continued, Liu Biao's mind was in turmoil. He knew that Cao Cao was a master of playing both sides against each other, and he wondered if Lü Bu was just another piece in Cao Cao's larger game. Yet, despite the risks, Liu Biao felt he had little choice but to play along for now.

Finally, Liu Biao made his decision. "Very well. We will accept Lü Bu into Jingzhou, but I will place him in Nanyang, far from the heart of Jingzhou."

Kuai Yue nodded, a slight smile forming on his lips. "It is a wise decision, Master. Lü Bu will be useful there, and we will keep him in check."

With the decision made, Liu Biao sent orders for Chen Gong to bring Lü Bu to Nanyang. But in his heart, Liu Biao couldn't shake the nagging feeling that he was being manipulated. Would Lü Bu truly be the ally he hoped for, or was he just another piece in Cao Cao's grand strategy?

As Liu Biao pondered his next steps, he couldn't help but wonder if Cao Cao had already anticipated this move. The political chessboard of the Three Kingdoms was becoming ever more complicated, and Liu Biao knew that every decision from here on out could tip the balance of power.
