Calling over a few people who were considered Qing City's management, Shen Fei quickly explained what he had discovered while clearing the floors with his team.
Because the Heaven-Reaching Tower was located in the center of Qing City, some of the Secret Realm's rules and mechanics were now linked to Qing City itself. Of the Heaven-Reaching Tower's 99 floors, there were no other restrictions for clearing floors 1 through 90, aside from the limit on each player's number of entries.
But trying to enter the 91st floor was another story. It required City Energy. Not just anyone could enter floor 91.
