The May sun was unusually warm, but the heat inside the waste-to-energy plant construction site was something else entirely. Alexei stood with Nikolai Orlov and Dmitri Kozlov, watching as workers laid the foundation for what would become St. Petersburg's first modern waste incineration facility.
"Forty million dollars," Orlov said, gesturing at the excavation. "That's what this hole costs."
"Forty million that will generate fourteen million annually," Kozlov replied. "Payback period under three years. After that, pure profit."
Alexei studied the blueprints spread across a makeshift table. The plant would process two hundred thousand tons of municipal waste annually, burning it at extremely high temperatures to generate steam, which would drive turbines, which would produce electricity.
"Environmental concerns?" Alexei asked.
"State-of-the-art filtration," Kozlov said. "Scrubbers, baghouse filters, catalytic converters. Emissions will be well below Russian standards. Below European standards, actually."
"The environmental groups?"
"Some opposition, but less than expected. They understand that landfills are worse. Methane emissions, groundwater contamination, land use. Modern incineration is cleaner than dumping."
"And the ash?"
"Bottom ash can be used for construction. Fly ash goes to hazardous waste treatment. We're building a facility for that too—another ten million."

Kozlov led them through the technical specifications.
"The plant uses grate incineration technology from a German supplier. Proven design, operating in dozens of European cities. Capacity: twenty tons per hour, operating twenty hours daily."
"Twenty tons per hour times twenty hours is four hundred tons daily. Times three hundred sixty-five days is one hundred forty-six thousand tons annually. You said two hundred thousand."
"Two hundred thousand is the design capacity. We'll run twenty-four hours during peak seasons. The average will be closer to one hundred eighty thousand."
"What's the electricity output?"
"Twenty megawatts continuous. Enough to power twenty thousand homes. We'll sell it to the grid at six cents per kilowatt-hour. That's about ten million annually."
"And the waste processing fees?"
"The city pays us a tipping fee of twenty dollars per ton. That's about four million annually for one hundred eighty thousand tons. Total revenue: fourteen million."
"Operating costs?"
"Eight million annually for labor, maintenance, consumables, and debt service. Net profit: six million."
Alexei did the math. Six million annual profit on a forty million investment. Fifteen percent return. Solid, but not spectacular.
"The real value isn't the profit," Orlov said, reading his mind. "The real value is the landfill savings. We currently pay fifteen million annually to operate our landfills. When this plant opens, we can close two landfills and reduce that cost by eight million."
"So the net benefit is fourteen million annually?"
"Six million from plant profit plus eight million from landfill savings equals fourteen million. Payback period under three years."
"Now that's a return."

Construction was scheduled for twelve months. The foundation was already complete. The steel framework was rising from the ground. The incinerator components were being shipped from Germany.
"We're on track for December completion," Orlov said. "Commissioning in January 2000. Commercial operation by February."
"What's the risk?"
"The filtration system. It's the most complex component. If it fails, we can't operate. The environmental permits require continuous emissions monitoring."
"Contingency?"
"We have a backup filtration system. Cost an extra three million, but it's worth it. No downtime."
"And the ash treatment facility?"
"Construction starts in June. Completion by October. We'll store ash temporarily until it's operational."
Alexei nodded. The waste-to-energy plant was a major investment, but it was also a strategic asset. It would reduce landfill costs, generate electricity, and position Neva Waste as a leader in environmental technology.

"The communists are rallying against it," Olga reported. "They're calling it 'burning people's garbage for profit.' They've organized protests outside city hall."
"How many protesters?"
"A few hundred. Mostly elderly, mostly bussed in from rural areas. But they're loud, and the media is covering them."
"Counter-message?"
"We're launching a campaign: 'Clean Energy from Clean Waste.' Focus on the environmental benefits. Fewer landfills. Less methane. Lower carbon emissions."
"Will it work?"
"It's working already. The environmental groups are supporting us. They've publicly stated that modern incineration is better than landfilling. That's neutralizing the opposition."
"And the council?"
"The council will approve by a narrow margin. We have eight committed votes. We need nine. We'll get it."

The plant was located in an industrial zone, but there were residential areas within a kilometer.
"The neighbors are worried about emissions," Orlov said. "We've offered to install air quality monitors in their neighborhoods. Real-time data, publicly available."
"Did they accept?"
"Most did. A few are still hostile. We've offered to buy their properties at market rates. Three have accepted. The others are holding out for more."
"Pay them. Not above market, but fair. We need good community relations."
"I'll handle it."
The Synergy with Energy
After the site visit, Alexei met with Kozlov to discuss integration.
"The waste-to-energy plant will produce twenty megawatts," Kozlov said. "That's not huge, but it's consistent. Baseload power, not intermittent like solar or wind."
"Where does it connect to the grid?"
"At the substation near our water treatment plant. We have excess capacity there. No new transmission lines required."
"And the power customers?"
"Our industrial customers will buy it. They want green power. It's good PR for them. We can charge a premium."
"What premium?"
"Ten percent above market rates. They'll pay it for the environmental credentials."
Alexei calculated. Twenty megawatts at six cents per kilowatt-hour was ten million annually. At six point six cents, it was eleven million. An extra million dollars for doing the right thing.
"Do it. Market it as 'green power from waste.'"

"Neva Bank is providing thirty million in debt," Boris said. "Ten-year term, eight percent interest. The remaining twenty million is equity from Neva Waste."
"Can Neva Waste afford twenty million?"
"We're profitable now. The recycling center is generating two million annually. The collection business is generating five million. We have cash reserves of fifteen million. We'll need to raise another five million."
"From where?"
"Neva Group. We'll do an internal equity injection. Money moves from one pocket to another."
"Do it."

On February 15, 2000, the waste-to-energy plant went live.
The first truckload of trash arrived at 6:00 AM. Orlov supervised the unloading. The waste dropped into the hopper, moved along the conveyor, and entered the incinerator.
Alexei watched from the control room as temperatures rose to 850 degrees Celsius. Steam began to flow. The turbine spun to life.
"We have electricity," the operator announced. "Twenty megawatts. Grid connection stable."
Kozlov shook Alexei's hand. "The first waste-to-energy plant in Russia. You did it."
"We did it. Now we build another."
"Where?"
"Moscow. The volume is there. The political support is there. And the landfills are overflowing."
"How much?"
"Same scale. Fifty million. But this time, we know what we're doing. Construction in twelve months, not eighteen."
"Approved."
