At 10:00 on August 29, Galactic Standard Year 4, the fleet support ships Cloud City and Sky City—carrying the entire command and staff of the Bespin Mandalorian Armed Forces Navy's Second Fleet—reached the edge of Rishi's gravity well and successfully rendezvoused with the First Fleet.
"Orders: recall the forward-deployed Gozanti-class carriers and Fang-class fighters. The whole force will begin rehearsing the flight demonstration program."
"Understood."
September 1 would be the founding ceremony of the United Chieftains of Rishi—also the recruitment spectacle Max Vizsla had planned. For the First and Second Fleets, tasked with the aerial display, time was tight and the workload heavy.
A month was naturally nowhere near enough time to build a state from scratch.
But a month, with Mandalorian-sponsored jetpacks and comms gear—plus support from three T-6 shuttles and twelve Sheathipede-class transport shuttles—was enough for Black Feather Nest to broadcast the message across the entire planet: the United Chieftains of Rishi was about to be founded.
Unity is strength. More people means more strength. Unite every Rishii nest on the planet into a chieftains' confederation above the nests; unite all Rishii; gain the power to build starships and floating cities; let every Rishii fly higher, faster, farther, and live better.
The logic was plain and easy to grasp. It was also easy to win the chieftains' agreement, and consensus formed: unite and found the nation together.
"Since everyone agrees we should unite and found the nation together," said Max Vizsla—the Chief Advisor of the Preparatory Committee for the United Chieftains of Rishi—waving his hand broadly, "then in my view, we should hold the founding ceremony first and announce the United Chieftains of Rishi is officially established. Everything else can be discussed slowly, sitting down, by the chieftains later."
Max only wanted the founding ceremony—his recruitment show—done as soon as possible. He was in a hurry to get the two LH-3210 freighters back to Cloud City.
The Rishii still had no concept of what "building a state" really meant, and had no idea what a normal process looked like. Since the kind Chief Advisor suggested it, everyone enthusiastically agreed—some, like the Black Feather delegates, even copied the Mandalorians and shouted, "This is the Way."
And so, on August 25, Galactic Standard Year 4, the founding ceremony of the United Chieftains of Rishi was set for the first day of the next month. At that point, the "Provisional Constitution" still had only one thing finalized: the title, Provisional Constitution.
While the Rishii on the galactic fringe discussed their nation-building and dreamed of Rishi's bright future, a political conspiracy disguised as an idealistic reform movement—the Separatist movement—was also growing like wildfire across the Outer Rim.

"Pirate King."
The visitor pressed a hand to his chest in salute—elegant, respectful, the exact kind of manner that made Hondo Ohnaka feel like he was bathing in warm sunlight.
"And you are?"
"Who I am isn't important." The visitor maintained a slight bow, left hand tucked behind his back, right hand extended with a data module. "I'm here to bring the Pirate King a gift."
"What's this?" Hondo took it and plugged it into a terminal. "Hah. A star chart. What's so special about that?"
The visitor straightened, confidently. "Pirate King—pick any point and zoom in. You'll understand."
"Hm…" Hondo stroked his chin as he examined it. "Interesting."
"This is an accurate star chart covering the entire Outer Rim. In the whole galaxy—even the Jedi Temple can't produce one more precise than this."
"Sit." Hondo gestured for him to take a seat. "That is, indeed, a great gift. I accept. So—what do you want?"
The visitor nodded slightly and sat with an easy grace, smiling. "I don't want anything from the Pirate King. I only hope this chart helps you rise higher, and make an absolute fortune in the Outer Rim."
"Say what you mean," Hondo cracked his neck, joints popping. "I don't like people who speak in riddles. And don't worry—Hondo Ohnaka always pays his debts."
"Pirate King, take another look." The visitor's smile didn't change. "These planets marked in green will, in the future, be open to your Ohnaka Gang. Your fleet can resupply on the green planets—everything. Not just daily necessities: blasters, heavy weapons, tibanna gas… all available at market price. No more gambling on the black market at inflated rates."
"Good. Very good." Hondo leaned forward, eyes hard on the visitor. "You—or rather, you people—what do you really want?"
The visitor still didn't answer directly, continuing his calm explanation of the chart. "Any planet or route not marked green, Pirate King—you may raid to your heart's content."
"Hmph." Hondo snorted through his nose. He'd spotted the pattern. "You're with the Trade Federation."
"Clap, clap, clap." The visitor applauded. "Worthy of Pirate King Hondo Ohnaka—sharp eyes. But you're still wrong. I'm not with the Trade Federation. The Trade Federation is merely one of the organizations under my hand."
"Hah. Big talk." Hondo rolled his eyes. "Why not say the Galactic Republic is yours too?"
The visitor rose, arms spreading as if to embrace the holographic galaxy itself.
"The Galactic Republic isn't mine. But the galaxy… may not be beyond us."
"Us?"
"Yes. The galaxy of the future will belong to us." The visitor turned back, pointing at the chart as he spoke to Hondo. "Pirate King—you asked what I want. I want you to hit these non-green worlds harder. Keep striking until they turn green. When a planet declares independence or joins the Trade Federation, you move on to the next."
"Hey," one of Hondo's pirates cut in, "you say 'move on' and we just—what, do it? I'm gonna keep raiding the same—"
The visitor's face turned cold. With some unseen power, he crushed the pirate's throat from across the room, killing him.
Only then did Hondo truly wake up to what had happened: this man had walked right up to him, and none of his people had warned him—more than that, until the moment the visitor snapped, Hondo himself hadn't felt anything wrong.
"Nobody move!" Hondo barked at his crew.
"And if anyone else disobeys the Pirate King's orders," the visitor smoothly continued along Hondo's line, "I can handle him for you as well."
"My thanks." Hondo nodded. "But if one day the entire Outer Rim—the whole galaxy—turns green, wouldn't I starve?"
"Pirate King, the galaxy is far larger than you can imagine," the visitor said with a smile. "Can you really loot all of it?"
"What if I can?"
"Ambitious!" The visitor paced to Hondo, looming over him. "But I'll tell you—this won't be 'what if.' It will be certain. When that day comes, I won't permit you—any of you—to remain pirates. The green territory you seize will be granted to you as an autonomous domain."
He bent down, close to Hondo's ear, voice low. "Pirate King… how is that different from a monkey king? It's not respectable. Fence off a territory and become a true king, Hondo Ohnaka. How large your kingdom is will depend entirely on how capable you are."

"Hmph. When the humanoid stars shine."
