Chapter 1 - Chapter 1: National Crisis

Gregory Derek (Minister of Defense)

"Mr. President, we can't let this situation continue. The Vegoda Rebel Group has been causing havoc in the region of Arvos. I believe this is no longer a problem Amelia could handle. This is a state of emergency!"

Amelia Yoldand (Minister of Interior)

"He's right, Mr. President. The sudden growth of this rebel group has become harder for my men to contain. We need aid from the military."

Ivar Bryce (Cabinet Secretary)

"I also believe this could help with our issue with the group. But what would the people say? We're basically telling them our nation's law enforcement couldn't do their job properly, and that it has to be resolved through the help of the military."

Amelia Yoldand (Minister of Interior)

"You dare insult the law enforcement, Ivar! Don't you know how hard the situation is for us?"

Peirce Ricktonn (Minister of Justice)

"That's enough! We can't solve anything if we're just gonna argue all day. We must find the common ground. Not to mention, the rebel group isn't our only issue. I received reports from the Finance Intelligence Unit that several senators have been siphoning large public loans. They did it by creating fake development projects, funneling the funds through shell companies, and approving the transactions under backdoor agreements. This is what we know so far, but we cannot rule out the possibility that other elected officials may be secretly involved. The paper trail is messy, and we are still trying to determine the full extent of who is responsible. Mr. President, I don't want to offend, but I believe we should prioritize on the problem of corruption first. Once that is solved, our other issues, including the rebel group, will follow. You all should understand that we also have enemies inside our own administration."

Loren Vayden (Minister of Economic Planning and Development)

"I whole-heartedly agree with Peirce. The corruption within our administration isn't just a legal issue. It directly threatens our national budget. If these funds continue to be siphoned off, both law enforcement and the military will lack the resources needed to operate effectively. To cover this shortfall, we may be forced to take a massive loan from Xelina. The problem is that Xelina's current President is known to be bold and ambitious and any loan they provide will surely come with significant demands in return. Most of our other allies cannot offer financial support either. The rising tension between Mosullea and Leoness has put the trade market on the verge of collapse. Those two nations dominate the economy to the point that no other country can compete or grow independently. Ignoring this now could make every other effort, including suppressing the rebel group, far more difficult and costly."

Ivar Bryce (Cabinet Secretary)

"We understand your concerns. But we can't get ahead of ourselves. Each issue must be addressed in order to prevent confusion and ensure we resolve them effectively. Amelia, please provide more information about the Vegoda Rebel Group and the current situation on the ground."

Amelia Yoldand (Minister of Interior)

"To give a brief overview of the situation, the start of the attacks by the Vegoda Rebel Group was on September 15, 1958, in the town of Elga. During these attacks, we easily arrested multiple members of the group, including one high-ranking official, Jeffrey Bahlmer. In the last three years, there have been no signs of action behind the group, which is why we, the law enforcement, decided to leave them largely unattended. Partially, I could say this is one of our faults. Earlier this year, they began attacking northern towns in Arvos. It is said they've burned houses, fired gunshots at local police forces, and even kidnapped citizens as they arrived with large trucks... As you all know, the region of Arvos is located northwest, being far from urban areas and most towns being in mountains and forests. During the Great Forest Fire of Arvos, the administration couldn't come to aid the towns due to the lack of roads and dangerous cliffside areas that prevented our fire trucks from entering. The previous administration could only bring relief goods for the citizens who lost their homes, due to the budget being used in creating the Feind Port in Vegal, which I believe caused the formation of the rebel group."

Darren Solven (Minister of Transport and Infrastructure)

"Excuse me, Amelia, but may I ask, how did they manage to acquire these vehicles in the first place? According to Athalean Code 66-67, pickup trucks and similar vehicles are strictly monitored and can only be owned by private enterprises or state institutions. Were there lapses in registration or did the group exploit loopholes in the system?"

Amelia Yoldand (Minister of Interior)

"That is something we are currently trying to figure out. However, we did manage to acquire one of the trucks after it malfunctioned during one of the group's operations and had to be abandoned. It is currently in the custody of our law enforcement, but I'll eventually hand it over to you, Darren, since you're the expert in this field. And about your concern, we have made some examination on the vehicle yesterday, and we found out that the trucks they use are far more advanced than what we usually operate. The trucks we currently operate are imported from Horsdlander, as requested by Former President Nicholas Brend. They are equipped with a carbureted inline-six gasoline engine and a non-synchronized manual transmission. However the trucks these rebel groups are using seem more advanced, with synchronized gearboxes, hydraulic brakes, and power-assisted steering."

Gregory Derek (Minister of Defense)

"What are you implying, Amelia?"

Amelia Yoldand (Minister of Interior)

"Based on this evidence, I strongly believe that Leoness is secretly manufacturing these vehicles for use in our territory. The advanced construction and engineering of the trucks are technologies local manufacturers, including Horsdlander, cannot replicate with the current industrial capabilities of most nations. This suggests direct involvement by a foreign superpower, which is obviously PULSAR, and I suspect they are also supporting the rebel group to destabilize our country."

Ivar Bryce (Cabinet Secretary)

"Amelia, we shouldn't jump to conclusions. We can't risk making ourselves an enemy of a superpower, especially one that shares a border with us."

Jane Defensson (Minister of Education)

"Which is precisely why, Ivar. We are not the ones seeking aggression-they are. Since the formation of PULSAR (People's Union of Leoness Socialist Association Republics), the country has consistently aimed to expand Leonessism. Using this rebel group is their strategy to infiltrate and destabilize our borders."

Gregory Derek (Minister of Defense)

"This is exactly why we need to consider joining the FDR (Federation of Democratic Republics) now. Our country is on the verge of collapse under pressure from a superpower. If we want Leoness to back down, we must secure the aid of Mosullea and other Western nations."

Tristan Jamestown (Minister of Health)

"Calm down everyone, we should wait for Peyton before making any decisions on foreign affairs. Let's just finish the rest of our overview before deciding on a solution."

Few hours later.

Ivar Bryce (Cabinet Secretary)

"That seems to be all. Does anyone want to add anything further?"

No one responded.

Benson Bruce (Vice President)

"Well then, it's time. Edward, it's your decision."

The man on the far end of the wooden table gently placed both his hands on his chin. He paused for a moment before speaking.

"First, I want to thank everyone for the overview and for providing the information. It really helps to understand the full situation. Now about the rebel group, I want to implement strict border control in Arvos, evacuate citizens from the affected towns, and ensure military and law enforcement coordinate to secure the area."

Gregory and Amelia

"Yes, Mr. President."

"Darren, I want you to investigate the trucks the rebels are using to verify if they are being imported from PULSAR or other foreign sources."

Darren Solven (Minister of Transport and Infrastructure)

"Understood, Mr. President. I'll begin the investigation immediately."

"Nedan, I want you to take care of our Arvos citizens and temporarily relocate them to Novosol Arena and six additional gymnasiums to ensure their safety."

Nedan Grid (Minister of Social Welfare and Development)

"I understand, Mr. President. I'll personally oversee the evacuation and make sure our citizens are properly cared for and safely relocated to the facilities during this operation."

"Although the citizens may not like this decision, it has to be done. We must put an end to this group once and for all."

"Now about the corruption, Peirce, focus on gathering more evidence so we can properly prosecute those responsible. I want a full report on the senators involved and any others who may be secretly aiding them. We need to understand the scope of this issue before taking further steps. Once we have a clear picture, we can act decisively. Make this your top priority."

Peirce Ricktonn (Minister of Justice)

"Yes, Mr. President. I'll prioritize gathering the evidence immediately."

"Loren, about the budget, is it enough or should we prepare for adjustments?"

Loren Vayden (Minister of Economic Planning and Development)

"Fortunately, it is enough for the Arvos operations, and the remaining budget can be used toward the construction of the Negal Dam, but aside from these, the other initiatives cannot proceed due to budget constraints. I also believe it may be best to consider taking a loan from another nation, although I don't like the idea of receiving aid from Xelina."

"I'll look into that later. Thank you. Now for health, since you said the health department budget is currently enough, Tristan, I want you to prioritize acquiring polio equipment and supplies to prevent further spread. Our people's health is always our administration's top priority, so let me know if there's anything else you'll need."

Tristan Jamestown (Minister of Health)

"That is very reassuring, Mr. President. I will make sure not to disappoint you."

"For education, Jane, unfortunately your curriculum reform cannot be implemented at this time due to the lack of budget, but we promise it will be carried out before the end of the term."

Jane Defensson (Minister of Education)

"I do understand the situation, Mr. President. I sure hope you live up to your promises-I look forward to it."

"As for foreign affairs, since Peyton isn't here, I will not make a decision such as joining the FDR yet. But I'll carefully consider all your suggestions before taking action. That is all. Thank you everyone for your contributions."

Ivar Bryce (Cabinet Secretary)

"Thank you, Mr. President. That concludes our meeting."

The ministers from each department began picking up their belongings and slowly left the Castleton Room, one by one.

Suddenly, Benson Bruce paused and turned his gaze back toward the man still seated at the table.

Benson Bruce (Vice President)

"Edward, don't forget Isaac's birthday is tomorrow. You don't have to bring a gift, he apparently doesn't like them."

Edward

"Of course. I'll also bring the kids over."

Benson Bruce (Vice President)

"Appreciate it. I'll see you tomorrow, then."

Outside the Athalea Presidential Complex.

Victor (Driver)

"Good afternoon, sir. I hope your meeting was productive."

Edward

"It was stressful, but I did get a lot of information about the current situation of the country."

Victor opened the rear door and bowed his head. The man immediately entered and adjusted his posture on the seat.

Victor (Driver)

"That is good to hear, sir. It's very reassuring for our nation to have such a reliable leader during this time. But you shouldn't work yourself too hard, sir. You've only been in power for two weeks, and there are still many years ahead."

Edward

"I'll keep that in mind, Victor."

The car stopped at an intersection, waiting as traffic on the other roads continued. Minutes passed, and the traffic officer in the middle of the road had not yet signaled for them to proceed.

Edward

"What's going on, Victor?"

Victor (Driver)

"It's that damn bastard, Eric."

Edward

"What do you mean? Who's Eric?"

Victor (Driver)

"He's one of the people who apparently doesn't like you, sir. He's a very well-known xenophobic and would discriminate against any non-Athlean blooded citizens. This is also why he's a supporter of former President Blues Señior. He didn't like the idea of you winning the election instead of Blue's son. I think he's doing it on purpose. Don't worry, I'll try to confront him."

Edward

"No. It's okay. There's no need for that. Let's just wait it out."

Victor (Driver)

"If you say so, sir."

After a few moments, vehicles from the back began honking loudly, forcing Eric to finally gesture them forward.

Victor (Driver)

"Ah I almost forgot to mention, lady Victoria has given me this letter it is said to give it to you after your meeting is over.

Edward took the letter and began inspecting it.

Edward

"Did she say anything for what's this for?"

Victor (Driver)

"No sir, she only asked me to give it to you"

Edward

"Well I guess let's have a look."

A cordial greeting to you, Mr. Edward Laurent. You are warmly invited to attend a private consultation at Michael Hvritzi' Therapy Office on Reiver Street, Novosol City, today. The session has been arranged for your benefit and will be conducted with the utmost discretion, in a professional and welcoming environment designed to ensure your comfort and provide thoughtful guidance, careful attention, and considerate support throughout your visit. Should you have any questions or require additional information prior to your appointment, please do not hesitate to contact the office, where the staff will be pleased to assist you.

Victor (Driver)

"Is something wrong, sir?"

Edward Laurent

"No, it's fine. I'm fine."

Victor (Driver)

"Of course, sir. Forgive me for asking."

Edward Laurent

"Victor, where are we?"

Victor (Driver)

"Umm, let's see... Blue Street. We're approaching a crossroad just up ahead. If we turn left, it's a shortcut to the mansion, sir."

Edward Laurent

"The right road is heading to Reiver Street, right?"

Victor (Driver)

"Ah, yes, sir."

Edward Laurent:

"Then let's go to the right. I have something urgent to attend to first."

Victor (Driver)

"Of course, sir. As you wish."
