It turned out this Brother Liu was the true mastermind behind the human trafficking and loan sharking ring the police had busted.
Back then, a member of the gang named Hei San had gone after Su Qing at Xu Xianhui's instigation. This led to the police unraveling the entire case and apprehending all the gang members.
At the time, everyone thought the entire criminal gang had been caught. However, very few people knew that Brother Liu was the real leader. He had one of his subordinates assume his identity and act as the sole point of contact with the gang's public-facing boss. All instructions were relayed through that subordinate, while he himself never showed his face. Even the gang's supposed leader didn't know he existed.
