Seven days later,
Senju Hideki was still recovering in the Shikkotsu Forest, but he seemed to have discovered something new.
Could it be that the "Senju Hashirama" was about to be born?
Surviving a great disaster brings great fortune—truly the privilege of a protagonist.
Uchiha Kamito also returned to the Police Force with a large sum of money, generously sponsored by several well-known philanthropists from the Land of Fire, and began implementing reforms.
He convened a full assembly of the Police Force.
Hundreds of Uchiha members sat cross-legged inside the meeting hall.
Uchiha Kamito, Uchiha Raiden, and several squad captains sat at the front.
"I don't like wasting words. First—expand recruitment. Only elites will be accepted. Any Uchiha who hasn't awakened the two-tomoe Sharingan is not qualified to join. The enforcement division will expand to 800 members. Civilian staff will follow a separate standard."
"Yes." The former head of the Police Force, now captain of the First Division, nodded.
The Police Force should have always been made up of elites. All those who got in through connections can get the hell out. Hmph—when I was in charge, I didn't have the guts for this. Now that Kamito is here, let's see who dares to oppose it.
Of course, quite a few people below wanted to object—not necessarily for themselves, but who doesn't have a useless relative or two?
But under Kamito's overwhelming presence, no one dared speak.
His management style was brutally simple. That famous line of his was still widely imitated among Uchiha youth:
"If you can beat me, I'll listen to you. If you can't, you listen to me."
Cool as hell.
"Second—everyone in the Police Force gets their salary doubled."
At those words, any thoughts of opposition instantly vanished.
As for those useless relatives—once I get my paycheck, I'll bring you some fruit and visit. Since I've already paid my respects, don't cause me trouble anymore, alright?
Only Uchiha Raiden looked troubled.
He knew just how strained the Police Force's finances were. Konoha hadn't provided funding on time for a long while.
"Um… Chief Kamito, about the salary increase… maybe we should reconsider."
Raiden thought he phrased it very tactfully.
But the Uchiha below were already glaring at him with hostility.
Damn it, I used to be your superior!
Of course, Kamito knew Raiden meant well.
But what Raiden didn't know was—since understanding the true nature of money,
Uchiha Kamito would never lack it again.
And ever since growing tired of chasing petty thieves,
he had learned to go after the big targets instead.
"No problem. From now on, the Uchiha Police Force will never lack money. Third—the enforcement standards. Everything will follow the 'Konoha Management Regulations,' 'Konoha Enforcement Code,' and 'Konoha Law.' Any objections?"
"No objections."
Everyone responded in unison.
As everyone knows, what frontline workers fear most is a boss constantly changing ideas. Now that there are clear written rules to follow, they finally know exactly what to do. It couldn't be more comfortable.
As for there being too many rules to memorize—what then?
This is the Uchiha Police Force, where everyone has at least a two-tomoe Sharingan. Forget basic regulations—they could memorize an entire dictionary if needed.
"Fourth—from now on, all enforcement actions will follow my methods. All enforcement personnel, come with me to Konoha's commercial street and observe how I operate."
"Yes, Chief Kamito."
Now they were even more excited. Not only were there strict standards, but the chief himself would demonstrate. There was no way they could mess up in the future.
Just follow the example—anyone can do that.
...
Thus, hundreds of Uchiha, led by Kamito, marched into the streets in full force.
Before long, they arrived at an izakaya on the commercial street.
Alcohol emboldens cowards—and invites trouble.
Where there's drinking, incidents are bound to happen.
Kamito's luck was good.
The first place already had trouble brewing.
Two burly men were clearly drunk and were already fighting, smashing tables and dishes in the process.
The slightly frail izakaya owner was sweating profusely.
"Please stop fighting! If this continues, what will happen to my shop?!"
Right at that moment, Kamito walked in.
Seeing the Police Force uniforms, the owner hurried forward.
"Officers, you've finally—"
"Shut up."
Why is this officer so cold? As expected, Uchiha are hard to deal with.
The owner stepped aside.
"Watch closely."
Kamito spoke to the members behind him. Of course, a single izakaya couldn't fit hundreds of people—but teaching had to be done one by one.
"Step one of enforcement—use this technique."
Kamito activated a jutsu, channeling a bit of chakra.
A glowing blue recording insect crawled down from the wall.
It moved to the center of the room—and exploded.
Recording insect: Even though I keep exploding, I've recorded so much footage. Are we actually the protagonists? The rise of the recording insect clan in Konoha!
A blue light screen appeared, showing exactly what had just happened.
The two men—the one with a mohawk had been pointing at the bald man's girlfriend, saying filthy things.
From lip reading, it was clear he was being vulgar.
The bald man couldn't take it and threw a punch.
Then the two started fighting.
"Step two—determine guilt. The mohawk man is guilty of provoking trouble, fighting, and insulting a woman. Combined charges—45 days of detention. The bald man acted because his girlfriend was insulted—no crime."
"I object! He threw the first punch! I was just defending myself—you should arrest him instead!"
The mohawk man protested loudly.
Kamito walked up to him.
"Take your explanations to a judge. My job is to make arrests. Last time—are you coming or not?"
"Hmph. I'm innocent. I didn't throw the first punch. You have no right to arrest me."
The man looked completely fearless, as if nothing could touch him.
"Resisting enforcement—your sentence increases. Forceful execution is authorized."
"Wait—what are you doing—AH! AHH!!"
Kamito instantly snapped both of the man's arms.
He passed out on the spot.
"Enforcement complete."
Kamito used the same jutsu again.
Another recording insect crawled out.
This time, it didn't explode. Kamito took out a glass bottle and sealed it inside.
"Final step—archive the record. Enforcement must be justified, evidenced, and methodical. Understood?"
"Understood."
So cool. This is what the Police Force should be like—we're here to arrest people. Why should we be the ones analyzing right and wrong?
And that forceful enforcement… kind of badass.
"Raiden, assign someone to escort this criminal back. Tonight, I want the commercial street completely crime-free."
"Got it!"
Kamito led hundreds of Uchiha onward through the streets.
Meanwhile, the people left in the izakaya exchanged uneasy glances.
Even the bald man who had been declared innocent was drenched in cold sweat.
"Damn… who would dare commit crimes anymore? The Police Force is scarier than the criminals."
