With the Marshal of the Thunder Department and the twenty-four Heavenly Sovereigns completed, Ash set aside the Star Department for later. Its structure was far too vast, so he decided to focus on the remaining departments first.
The Water and Fire Departments presented similar issues. For the Water Department, he began with the Water Virtue Star Lord, creating its corresponding Mythical Zoan Devil Fruit. The same approach was taken for the Fire Department with the Fire Virtue Star Lord.
Beyond the Marshal, the Fire Department included five True Gods: Tail Fire Tiger, Beak Fire Monkey, Chamber Fire Pig, Wing Fire Snake, and the Fire Receiver Heavenly Sovereign. Four of them already occupied fire-related positions within the twenty-eight constellations, leaving only one additional Fire-type Devil Fruit to be created.
Even if the gain was small, it still added value.
Ash immediately created the Zoan Type Human-Human Fruit, Mythical Zoan, Fire Receiver Heavenly Sovereign Form. He placed it alongside the Water Virtue Star Lord and Fire Virtue Star Lord fruits.
Aside from their elemental differences, their abilities matched the structure of the Thunder Department's Heavenly Sovereigns, so there was nothing further to adjust.
The Water Department followed the same pattern. Its four True Gods, Sieve Water Leopard, Wall Water Ogre, Axle Water Dragon, and Well Water Ape, already filled the water-related constellation roles. This left little room for expansion beyond the Water Virtue Star Lord.
After completing the Water and Fire Departments, Ash moved on to the Plague Department.
Its Marshal originally held an overly grand title, so Ash simplified it into the Plague Heavenly Sovereign. The department's abilities were straightforward, centered around poison-based powers.
The Plague Department included six additional True Gods: the four directional emissaries representing east, south, west, and north, along with Quan Shan and He Wen. Their Devil Fruits mirrored the Plague Heavenly Sovereign's abilities.
Including the Marshal, seven Poison-based Mythical Zoan Devil Fruits were completed.
Next came the Time Department.
It consisted of two primary figures and ten subordinate deities, forming a total of twelve positions. Instead of granting direct control over time, which would be excessively powerful, Ash designed their abilities around time borrowing. This allowed users to manipulate time in limited, controlled ways without breaking balance.
Twelve Time-based Devil Fruits were created under this concept.
After that, Ash turned to the Wealth Department and the Pox Department.
The Wealth Department had one main deity and four subordinate gods. Since wealth was closely associated with metal, Ash assigned them gold-based abilities. In total, five Gold Element Mythical Zoan Devil Fruits were created.
The Pox Department governed both the spread and treatment of diseases. In essence, it overlapped with the Plague Department, but with an added healing aspect.
Ash categorized it under poison abilities while incorporating restorative functions. With two primary deities and five subordinate gods, he created seven additional Devil Fruits.
At this point, all departments except the Star Department were complete.
The Thunder Department contributed twenty-five Devil Fruits, divided between lightning and wind abilities.
The Fire Department added two Fire-based fruits.
The Water Department contributed one Water-based fruit.
The Plague and Pox Departments each added seven Poison-based fruits.
The Wealth Department contributed five Gold-based fruits.
The Time Department added twelve fruits based on time borrowing abilities.
Altogether, these seven departments accounted for fifty-nine Devil Fruits. Including the six Earth-based fruits from the Mountain Gods, the total reached sixty-five.
Ash temporarily skipped the Star Department and shifted his attention to other divine roles.
The Four Heavenly Kings, Four Marshals, and Three Cloud Goddesses were difficult to categorize. Their abilities were broad and lacked a defining trait, so Ash decided to leave them for later.
The same applied to Thousand-Mile Eye and Wind-Hearing Ear. While their enhanced perception could be linked to Observation Haki, relying solely on that would make their Mythical Zoan forms too weak. They were also set aside.
The Hum and Ha Generals, however, were much easier to define.
Their abilities revolved around sound waves. Ash modeled them after shockwave-based powers, similar in concept to Sengoku's Buddha form. This allowed their abilities to rival sound-based Devil Fruits like Scratchmen Apoo's.
With that, two more Mythical Zoan Devil Fruits were completed.
The Water Dividing General was straightforward. Ash created another Water Element Devil Fruit without hesitation.
As for the Fierce Gods and Evil Spirits, their roles were too vague, so they were also reserved for later.
At this stage, excluding the Star Department, Ash had created sixty-eight new Devil Fruits, with additional placeholders set aside for future use.
Finally, he turned his attention to the Star Department, the largest and most complex of all.
Its main deity, along with numerous subordinate Star Lords and generals, formed an intricate hierarchy. However, their abilities were difficult to define in a balanced way, so Ash postponed their design for later refinement.
The same issue applied to the twenty-eight constellations. Eight of them had already been used in the Water and Fire Departments, leaving twenty remaining.
Ash assigned elemental roles to these remaining constellations, distributing them across the five elements. However, the Sun and Moon-related positions were too significant and were also set aside.
The deeper he examined the Star Department, the more complications arose.
Certain celestial roles overlapped with major stars, including the sun and moon. Designing Devil Fruits based on these would create conflicts with the hierarchy he had already established.
Ash recognized the limitations immediately.
Some positions could not be replicated without disrupting the balance of his entire system. Others overlapped too heavily with existing concepts.
Still, there was an advantage.
Many of the True God roles he had already adapted were not directly tied to specific stars, which gave him flexibility. Creating original interpretations based on inspiration was far more efficient than forcing strict accuracy.
With that understanding, Ash continued refining his growing collection, steadily building a structured and scalable system of Mythical Zoan Devil Fruits.
