There was a world known as terra hominum, it was inhabitated by many beasts, monsters and intelligent beings known as antiqua populus aka people of ancient, they are first kind of human race commonly known as ancient humans by their descendents, they are known for their mastery of magic and their deep connection to chaos and the elements, the fuel for supernatural phenomena and supernatural powers. Though not all of them can use magic as only the one with source can achieve it, nevertheless, the ancient human born with source can perform many miracles and help their kin without source in solving many problems.
As the time passes, antiqua populus evolved into phantasia populus aka people of fantasy commonly known as magical humans and terra populus aka people of terra commonly known as non-magical humans.
The phantasia populus or magical humans are the humans who inherited the magical affinity of their ancestors. Like their ancestor, only those with source can use magic and become mages. But phantasia populus have deeper connention to chaos and the elements, while only those with source can become mages, those without it, can perform magic that need no source, like rituals and runes. They can even perform higher alchemy that need not only specific materials but also rituals. The phantasia populus view themselves as true humans since, they inherited the power of their ancestor and mastered it to greater height than their ancestors.
The terra populus or non-magical humans are the humans who failed to inherit the magical affinity of their ancestors. Terra populus have no connection with chaos nor the elements. They cannot awake sources like their cousins do, they cannot even perform the magic that need no source like rituals and runes, as the result of their lack of affinity to supernatural. In alchemy, they can only use basic alchemy, as higher alchemy is out of reach that usually need magic spells or rituals to be performed.
Because of this, the terra populus is mocked as inferior humans or nature's mistake, due to their lack of magical powers. Terra populus is treated as second class citizen by rulers of entire human race. While lords promised safety to terra populus, it does stop being persecuted by phantasia populus, their mockery, them treating them terra populus as slaves or underpaid servents.
Terra populus, felt like nothing more than a pawn and servents for phantasia populus for their grand games. Nevertheless the terra populus swallowed their pridem, and continue to follow every orders of their magical cousins without any complain.
But one day a hero appeared, a terra populus scholar named Sebastian Rivers. He is oddball amongst the scholar of both races of humans, who only studied the natural science and nothing else. But despite the pity from non-magical humans and mockery from magical humans, Sebastian knew what he is doing. While magical humans were drunk on their power, he studied the natural order, pioneering accurate physics, reformed biology, modern chemistry and modern mathematics, these subjects become backbone of early modern technology that Sebastian pioneered.
Unlike traditional technology that used simple application of natural order, the modern technology used advanced application of same natural order. Sebastian believed that in future, a non-magical human can recreate phenomena of magic through non-magical means, and will surpass the magical humans.
The reason why he believe so is simple, while chaos can bend and even break the natural order, allowing one to bypass the order, it is result of years of hardwork and huge investments. While magic held advantage of being it unknown, unpredictable and an easier path it take time to evolve. On other hand, the strength that Sebastion discovered, which he calls law, is another force besides chaos that could influence natural order. Law doesn't bend or break the natural order, for law is the mechanism of the natural order itself. Sebastian discovered that it is possible to use law to utilize the natural flow of order to one's advantage rather then bending or breaking it to get desired results.
Unlike chaos, law is known, predictable and a difficult path, but yield high rewards for those who choose this path. Although law is predictable and known, it was precisely for this very reasoned, they can be observed, learned, understood, exploited, replicated and even mass-produced. One find difficulty in learning the law, but once they do, they can easily take advantage of natural flow of order and manipulate it to one's desired ends. Al they need to do is is to follow the order and combine various orders into new order that grant what one needs, it is even possible to recreate magical phenomena by following rather than opposing the order of universe.
But this is not the only reason why Sebastian see benefits in law, all the terra populus humans including himself, while lacked affinity to all form of supernatural powers, possess better physiology that make them fitter, have greater stamina, prey to few diseases, greater immune system but most importantly the better brains that allow a terra populus to learn and understand anything very past. The non-magical humans always been better to magical ones, they simply lacked the supernatural powers that allowed magical humans to cheat the order of universe. But with law combinining with a terra populus's mind and them being rarely get tired along with their strong patience and focus, a non-magical human can move from being the nature's mistake to new masters of world.
Also, law requires just understanding of how world works and provide quick and huge returns for every investments made in law. Sebastian even predicted that unlike chao, the law evolve very fast, he believed that if all non-magical humans embraces the law, it would be matter of time that non-magical humans can rival the magical humans, and gain their freedom.
After pioneering the early advanced technology, like advanced alloys made purely from ordinary metals, early firearms, chemical fertilizers, chemical elixirs and his greatest work, the steam engine, he showed it to other terra populus. At first, they had doubt but being more patient and far-sighted, they eventually understood the possiblities that law can provide. They eventually starts to learn and master the law.
The phantasia populus also learnt about the so called modern technology, due to their short-sightened and preference for easy path, they mocked it as cheap tricks and being it inferior to their magic. resulting in them choosing to turn blind eye to it and they have no interest in toys of inferior humans.
