Chapter 69 - The Lifetime of Piao: Chapter 67 — Rehabilitation Facilities

The soft chime of the bell cut through the room.

Amara Veyra's chair detached, hovering forward with the familiar low hum, stopping perfectly in front of the central platform.

She stepped off in elegant, pointed flats, her dark skirt suit immaculate.

Hands lightly holding a slim report, her posture was straight, poised—but her brow carried the faint crease of concern.

She did not greet anyone.

"My name is Amara Veyra. I specialize in institutional ethics and rehabilitation system oversight, with a focus on correctional frameworks, labor integration policies, and human rights compliance within structured recovery environments. For the past eleven years, I have worked with oversight bodies conducting audits of rehabilitation programs and behavioral reintegration systems."

Without pause, she began.

"I come to address the rehabilitation facilities under the Male Protection Act. Specifically, the claim is that these centers may function as a form of biological labor punishment. While I do not dispute the Piao family's intentions, the mechanisms employed raise questions of proportionality and oversight."

Amara held up her report, the hologram projecting a breakdown of facility activities and participation rates.

"These facilities are designated primarily for individuals who have committed severe offenses. However, even in documented cases, participation in rehabilitation often involves physical labor, sometimes tied to population support initiatives. While voluntary programs exist within the centers, the perception remains that the body itself is being used as a resource. Reports collected from former participants indicate that some find the structure empowering, yet others perceive mandatory activity as coercive."

She paused, letting the data flicker across the hologram.

"My concern is not with intent but with oversight. Who ensures that participants are not exploited? Who verifies that victims' involvement does not breach ethical standards? Transparency is key. We are here to discuss whether these programs, however well-intentioned, align with fundamental rights and humane treatment."

Amara's eyes swept the room.

"The argument is not abstract—it is about balance. Rehabilitation should restore, not extract. The Male Protection Act's facilities must be examined not only for results but for fairness, autonomy, and ethical boundaries. How do we ensure that punishment does not become labor exploitation?"

She tapped the hologram, highlighting timelines, supervision ratios, and safety protocols.

"These numbers show structure and oversight, but numbers alone do not convey the experience of the individual. That is why transparency, independent inspection, and regular audits are essential. Public accountability ensures that good intentions are matched by ethical action."

Her voice stayed calm, measured, though tinged with insistence.

"I do not suggest the Piao family acts in bad faith. The question is structural integrity. Are rehabilitation centers enforcing disproportionate labor? Are participants truly free to opt out? Are victims' rights and autonomy fully protected? These are not accusations—they are conditions that any responsible authority should meet."

Amara's hands rested lightly on the platform, her gaze holding the room.

"I submit that we must consider oversight, auditing, and participant choice as integral components. Without them, even well-intentioned programs risk ethical compromise."

She stepped back, sliding smoothly onto her hover chair.

The low hum carried her back to her seat.
