"Again," he commanded calmly.

Kiba recovered gracefully, nodding with respect. "Understood. Your style has changed completely, Issei."

He met it head-on with a boosted punch, dispersing the lightning into harmless sparks. Riser spotted Rias immediately and sauntered over, his grin wide. "Rias, my beloved fiancée! You look as stunning as ever. I've been looking forward to making our union official tonight."

The Emperor stepped forward, placing a firm hand on Rias's waist in a clear gesture of possession. The entire hall noticed. Murmurs rippled through the crowd.

Riser's eyes narrowed. "Who is this low-class trash daring to touch what's mine?"

The Emperor met his gaze without flinching. His voice carried across the room, calm yet laced with undeniable authority. "She is not yours, Phenex. Rias Gremory belongs to me. The engagement ends here."

Gasps echoed. Riser laughed loudly, flames flickering around his fists. "You? A mere reincarnated devil? How amusing. I'll burn you to ashes for your insolence!"

Sirzechs raised a hand for silence, his expression intrigued. "Interesting. Issei Hyoudou, is it? You speak boldly for someone so newly turned. Explain yourself."

The Emperor didn't back down. "Explanation is simple. Fate has shifted. Rias will not be sacrificed for political alliances. She has chosen a different path — one where she stands beside someone who will build true power, not trade her like property."

Rias spoke up, her voice steady and supported by the loyalty he had stolen. "Brother, I agree with Issei. I refuse this engagement. The Phenex clan will have to find another way to strengthen ties."

Riser's face twisted in anger. "This is ridiculous! Rias, you've clearly been influenced by this insect. I challenge him to a Rating Game right here and now!"

The Emperor smiled coldly. "A Rating Game? Acceptable. But not tonight. When I crush you, it will be on my terms — after I've taken everything you think belongs to you."

Sirzechs observed the exchange with sharp interest. Grayfia remained impassive, but her eyes flicked toward the Emperor with faint surprise at his composure.

Before the situation escalated further, the Emperor activated a subtle use of his growing power. He channeled a small thread of Charm Theft toward the onlookers, not to control them outright, but to plant seeds of doubt about the original canon path. Several high-class devils whispered among themselves, questioning the sudden change in Rias's demeanor.

The Emperor replied with quiet finality. "You will lose more than the game. Your destiny is already cracking."

"Rias, this is unlike you," Sirzechs said gently. "What has changed?"

"I welcome them," the Emperor answered. "Enemies provide new threads to steal."

The Lucifer Maou smiled faintly. "Bold. We will monitor the Rating Game closely. For now, the official announcement is delayed pending further discussion."

As the night wound down, the peerage regrouped outside the mansion. Rias exhaled in relief, leaning subtly against the Emperor. "You handled that perfectly. Riser looked furious."

"He should be," the Emperor said. "His fate is slipping away."

Akeno stepped closer, her voice teasing yet sincere. "Issei-kun, the way you claimed Rias in front of everyone… it was quite thrilling. I wonder what else you're capable of claiming~"

Asia blushed but nodded enthusiastically. "I believe in you, Issei-san! You protected Buchou so well."

Koneko added quietly, "Not weak anymore."

He kissed the top of her head. "And soon the entire peerage will follow. Then this world."

Outside, in the shadows, Raynare hovered unseen, her golden eyes narrowed in thought. The boy's bold declaration had stirred something in her — curiosity, ambition, and a dangerous attraction. "He actually delayed the engagement… Maybe serving an Emperor wouldn't be so bad after all."

Ddraig's voice rumbled deep within the Boosted Gear. [You play a dangerous game, partner. But I sense greatness in this path. Just don't get us both erased.]

The Emperor smiled coldly. "Greatness is not given. It is stolen."

The Rating Game against Riser was now inevitable and approaching fast. With Level 3 power and new skills, the Emperor prepared to dismantle the Phenex peerage piece by piece. But Sirzechs was watching closely, and other factions — fallen angels, possibly even angels — were beginning to sense the anomaly in Kuoh.

Would Raynare join as an ally, or would she force a confrontation? How would the rest of the peerage react when the Emperor began actively claiming their hearts one by one?

The storm was gathering — and the Emperor stood at its eye, ready to steal the lightning itself.
