The joint meeting with House Astaroth and House Glasya-Labolas had been a quiet victory, but victories in the world of devils were never simple. They always left behind new fractures, new ambitions, and new dangers.

Three days later, the Emperor stood in the clubroom as the first reports of the aftermath began to arrive. Ravel had spent the night gathering intelligence through her discreet contacts, and the news was both promising and concerning.

"Both houses are talking," Ravel said, spreading several sealed letters and encrypted messages on the table. "House Astaroth is more eager. They see you as a rising force that can challenge the old balance. House Glasya-Labolas is more cautious, but they are impressed by how you handled the conversation. They are already discussing possible trade concessions and information sharing. However…"

She paused, her expression turning serious.

"Some factions within both houses are pushing back. They fear that aligning with a young peerage led by someone who defeated a Cadre could make them targets. There are whispers that Sirzechs himself is watching closely, and that the Phenex clan is unhappy with my growing involvement."

Rias leaned forward, her voice sharp and focused. "Then we use that fear to our advantage. If they are afraid of being targeted, we offer them protection. If they fear Sirzechs's scrutiny, we remind them that the Gremory name still carries weight. We do not beg for their loyalty — we make them realize they need us more than we need them."

The Emperor nodded, his hand resting on the table beside Rias's. "Rias is right. This is the moment we turn their hesitation into dependence. We will send a private message to both houses. Not an offer of alliance, but an invitation to a second, more exclusive gathering. This time, we will show them a glimpse of our true strength — enough to make them understand what standing with us could mean."

Akeno, standing near the window with her arms crossed, spoke with calm confidence. "I'll prepare a more sophisticated defensive web for the next meeting. One that can detect hidden magical probes and subtle threats. They will feel protected… and reminded that we see everything."

Kiba added, his voice steady, "I'll handle perimeter security again. My swords are ready to counter any surprise, whether from fallen angels or overzealous noble guards."

Asia smiled softly from her seat. "I'll make sure everyone is in perfect condition. No one will enter the meeting weakened."

Koneko simply nodded, cracking her knuckles. "I'll be ready to smash if anyone tries anything."

Raynare, leaning against the wall, smirked. "I'll keep feeding misinformation to Kokabiel's remaining agents. Let him think we're still recovering from the last battle. The more overconfident he becomes, the easier it will be to steal from him again."

The Emperor looked at each of them, feeling the growing cohesion of the group. Rias was no longer just the first stolen piece — she was actively shaping political strategy. Akeno had become a reliable tactical pillar. Ravel was transitioning from hesitant observer to strategic advisor. Even Kiba, Asia, and Koneko were contributing with clear purpose.

"This is how an empire is built," the Emperor said quietly. "Not through domination alone, but through shared strength and calculated moves. Tomorrow night, we will host the second gathering. We will show them a vision of power that is stable, strategic, and inevitable. And we will let them realize that standing outside that vision is far more dangerous than standing inside it."

Rias smiled, her eyes shining with pride. "I will take the lead in the political discussion again. They need to see that the Gremory name stands with real power now — not just tradition."

Ravel added, "I'll prepare detailed profiles on the key decision-makers in both houses. We can exploit their internal divisions to make our offer more appealing."

The Emperor gave a single, decisive nod. "Then we prepare. This meeting will be the first true fracture in the old order. When the nobles leave, they will no longer see us as an anomaly. They will see us as the future."

The second gathering took place two nights later in the same secluded manor house. This time, the atmosphere was heavier. Both houses had sent higher-ranking representatives, and the tension in the air was palpable.

The Emperor sat at the head of the table, Rias to his right and Ravel to his left. Akeno and Kiba remained hidden but ready. The discussion began with careful pleasantries, but it quickly turned serious.

Lord Varrick of House Astaroth spoke first. "Your handling of Kokabiel has changed the calculus for many houses. We are prepared to offer trade concessions and intelligence sharing in exchange for a mutual defense pact. We want protection if the fallen angels retaliate."

Lady Seraphina of House Glasya-Labolas was more measured. "We are willing to discuss political support and access to certain restricted archives. But we need assurances that aligning with you will not make us targets of Sirzechs or the Phenex clan."

Rias took the lead with calm authority. "We do not offer empty protection. We offer a future where strength is earned through alliance, not inherited through blood alone. If you stand with us, you stand with a power that has already repelled a Cadre. But understand this — we do not serve. We lead. Those who join us must accept that reality."

The Emperor watched silently, letting Rias's words carry the weight. He occasionally interjected with calm, commanding statements that reinforced the vision without revealing too much. Ravel provided precise political context, highlighting the benefits and addressing the risks.

By the end of the long meeting, both houses had agreed to move forward with preliminary terms. No formal pact was signed, but the door had been opened wider than before. The nobles left with a clear understanding: the Fate Thief was not a fleeting threat — he was building something lasting.

As the carriages departed, Rias turned to the Emperor, her eyes bright with accomplishment. "We did it. They are no longer testing us out of curiosity. They are beginning to see the value in standing with us."

Ravel exhaled, looking both exhausted and exhilarated. "This was a major step. If we continue like this, more houses will follow. But we must be careful — the Phenex clan is starting to ask questions about my involvement."

The Emperor placed a hand on Rias's shoulder and looked at Ravel. "You both performed exceptionally tonight. Rias, your political voice is becoming one of our strongest weapons. Ravel, your insight helped turn hesitation into interest. This is how we build — not through force alone, but through vision and calculated influence."

Back at the clubroom, the peerage gathered for a late debrief. The Emperor addressed them with quiet pride.

"Tonight was a success. The nobles are moving from curiosity to calculation. We continue cultivating these connections while strengthening our internal foundation. The empire is no longer a dream. It is taking shape."

Rias smiled, her hand finding his. "And I am proud to help shape it with you."

Akeno stepped closer, her voice soft but certain. "As am I."

The Emperor looked at the group — Rias, Akeno, Kiba, Asia, Koneko, Raynare, and Ravel — and saw the beginning of something real.

The threads were no longer whispers.

They were becoming ropes.

And the Fate Thief Emperor was ready to weave them into the foundation of an empire that would one day shake the Underworld itself.
