Chapter 45 - Chapter 45: Council Flames and Hidden Alliances

The grand council chamber in the central administrative building hummed with low voices and the soft clink of teacups. Crystal chandeliers cast gentle reflections across polished marble floors, and long oak tables formed a wide circle. Rimuru sat at the head, his presence steady and thoughtful. The air carried the faint scent of fresh tea prepared by Shuna, and the room felt both formal and welcoming.

Diablo stood at Rimuru's right, his black butler uniform immaculate. Testarossa, Ultima, and Carrera stood behind him in perfect formation, their new bodies radiating quiet power. The Primordial demons had integrated smoothly into the federation, their loyalty clear in every measured movement.

Across the table sat representatives from the Western Nations. Count Galt from Lubelius leaned forward with careful poise, his eyes sharp. A merchant delegate from the Dwarven Kingdom sat beside him, fingers tapping lightly on the table. Other envoys from smaller nations filled the remaining seats, their expressions a mix of caution and curiosity.

Rimuru spoke first, his voice steady and clear. "We have gathered today to discuss the invitation to the Western Council. Tempest has grown in strength and friendship. The new landmarks, the factory, and the network have brought knowledge and connection to our people. We seek peace and mutual benefit, not conflict."

Count Galt nodded slowly. "Your federation's rapid development is… impressive. The towers that reach the sky and the machines that connect distant lands have reached even our ears. Yet some fear this growth may upset the balance of power."

Diablo's voice remained smooth and respectful. "The balance is already shifting toward harmony. Our new technology and training methods are for protection and shared progress. The Primordial demons now serve Lord Rimuru with absolute loyalty. Their power is a shield for the federation and its allies."

Ultima stepped forward with a playful smile. "We are here to help, not to threaten. My chaos can be quite useful when directed at the right enemies."

Testarossa's elegant tone followed. "Our strength is yours to command. We will stand as guardians of the peace you seek."

Carrera bowed her head slightly. "We offer our knowledge and power without reservation."

The merchant delegate leaned forward, eyes narrowing in interest. "The factory you built produces machines that create and connect. If we could learn from this technology, our kingdoms could benefit. Trade routes would become faster, knowledge would flow freely."

Rimuru smiled warmly. "That is exactly the future we envision. We are willing to share the fiber network and the machines on fair terms. The VR technology allows safe training and exploration. It can be used for diplomacy as well, letting leaders experience each other's worlds without leaving their homes."

Veldora stood with steady dignity. "Takumi's ideas have brought these wonders. The Super forms and techniques like Star Dust Breaker show that strength can be shared and refined together. We have seen Gobta and the Primordial demons train side by side. Their beams reached the stars, yet caused no harm. This is the spirit we bring to the council."

Gobta, who had been standing quietly near the door, stepped forward with a bright grin. "My Super Kamehameha and the new friends' beams shook the ground a little, but the sky answered with light. We train to protect, not to destroy. The council should see that Tempest wants friends, not enemies."

The room fell into thoughtful silence for a moment. Count Galt's expression softened slightly. "Your words carry sincerity. The demonstration of power without aggression is… convincing. We will carry this message back to the council."

Diablo's crimson eyes gleamed with quiet satisfaction. "We will prepare a secure route for the next meeting. The VR rooms can be used to show our world in detail, so no one needs to fear what they cannot see."

Rimuru nodded. "Let us end this session on hope. Tempest opens its doors to those who seek peace. The new technology, the training, and the bonds we share are proof of our commitment."

As the envoys rose to leave, Milim entered the chamber with light steps. "The meeting is over? Good! I want to show everyone the new VR room. We can fight together in Crimson Desert and see how strong the Primordial demons really are!"

Ramiris floated in behind her. "The virtual desert feels so real. The sand is warm under your feet, and the wind carries the scent of adventure. Come, let us try a team battle!"

Shuna offered fresh tea to the departing guests with a gentle smile. "Safe travels. We look forward to the next gathering."

Benimaru escorted the envoys out with sharp vigilance. "The network will keep you informed. No shadow will go unnoticed."

The chamber slowly emptied as the envoys departed. Milim and Ramiris pulled the Primordial demons toward the VR rooms, their laughter filling the hall. Shuna prepared a quiet meal for the remaining group, her gentle presence bringing warmth. Gobta talked excitedly with Carrera about the next training session.

Rimuru sat back, reflecting on the day. The political threads were tightening, yet the bonds within Tempest grew stronger with every shared moment. The new technology, the Super forms, and the Primordial demons had become part of a larger tapestry of hope.

The evening light from the towers cast a gentle glow over the federation. Tempest's story continued, moving forward with steady steps toward the council and whatever lay beyond.
