Chapter Start:

.

Inside Umbrella's hidden research facility—

the monitors continued to display battlefield data collected from S.T.A.R.S. operations.

Every mission report.

Every combat recording.

Every encounter with infected entities—

was being analyzed in real time.

But one critical truth remained carefully hidden from everyone outside Umbrella.

S.T.A.R.S. had no idea that Umbrella was involved in any of this.

To them, Umbrella Corporation was just a powerful pharmaceutical company operating in the background of global affairs.

Nothing more.

No one in S.T.A.R.S.—not Jill, not Chris, not even the newer recruits—had any confirmed evidence linking Umbrella to the outbreaks, the cults, or the bioweapon incidents they were investigating.

All they knew was what they could see on the surface:

infected incidents, cult activity, and mysterious outbreaks.

The connection behind it all was still unknown to them.

Meanwhile, within Umbrella itself—

scientists continued observing S.T.A.R.S. operations as external field data for "research purposes," without ever revealing their true involvement.

One researcher quietly adjusted the monitoring system.

"The S.T.A.R.S. units are improving their field efficiency."

Another replied casually,

"They still don't understand what they are really dealing with."

A senior officer in the shadows spoke calmly.

"And they must never understand."

Outside the facility—

the world continued normally.

And S.T.A.R.S. continued fighting an enemy they believed was hidden in cults, infections, and unknown bio-crises—

completely unaware that the real source of the nightmare was still watching them from behind a corporate veil.

It was March 15th, 1996.

A shocking news report spread across the world.

Every major news channel was broadcasting disturbing footage—

infected individuals attacking and biting normal civilians.

The videos were confirmed to have been recorded from an island near the Indian Ocean.

A full-scale infection outbreak had occurred there.

The world was in panic.

---

Inside the BSAA headquarters—

Leon immediately called an emergency meeting.

All S.T.A.R.S. members gathered quickly in the briefing room.

The atmosphere was heavy.

No one spoke.

When everyone was present, Leon stepped forward and activated the screen behind him.

A satellite image of the infected island appeared.

Then live footage followed.

Burning structures.

Running civilians.

Infected creatures attacking without hesitation.

Leon's voice remained calm but serious.

"We've received confirmed reports of a new biocrisis."

"This island near the Indian Ocean has been completely compromised."

"There are approximately a hundred confirmed infected civilians."

A heavy silence filled the room.

Chris tightened his grip slightly on his gear.

Leon then turned toward him.

"Chris."

"You will take a S.T.A.R.S. squad and move in immediately."

"Your mission is containment and eradication."

Chris nodded without hesitation.

"Understood."

Then Leon shifted his gaze toward Jill.

"Jill."

"You will remain in Raccoon City."

"The cult activity there is still active."

"We cannot afford another outbreak while the team is deployed."

Jill paused for a moment.

Then nodded.

"Got it."

Her voice was calm.

No objections.

No hesitation.

She already understood the situation—

someone had to stay behind and maintain control.

Leon looked at the rest of the team once more.

"This is not a normal outbreak."

"Move fast. Contain everything. Do not let it spread."

The room remained silent.

Then the mission began.

The S.T.A.R.S. members might have already eradicated several cult groups long ago, but many of them were still hidden deep within Raccoon City.

On top of that, the crime rate in the city remained extremely high.

Criminals, drug traffickers, and illegal organizations operated across multiple districts.

Because of this, S.T.A.R.S. was constantly forced to split their attention between ordinary crime and bioterrorism investigations.

Most of the time, they were engaged in street-level operations against criminals, which slowed down their progress against the cults.

Still, their results were significant.

Out of twelve identified cult groups—

seven had already been completely eradicated.

For Leon and the S.T.A.R.S. members, this was still considered a strong achievement, given the level of resistance and interference inside the city.

After receiving Leon's orders, Chris did not waste any time.

He prepared immediately and briefed the assigned Hound Wolf squads for deployment.

The next day, Chris led the unit out toward the infected island mission with clear objectives—

contain the outbreak, eliminate the infected, and rescue any remaining survivors.

The operation began at full force.

Within half a day, the squad had already engaged multiple infected zones.

Combat was intense, but controlled.

Chris and his team worked systematically, clearing areas step by step.

However, as the situation escalated, they realized the outbreak was larger and more unpredictable than initial reports suggested.

The mission was expected to take at least two to three days to fully eliminate the infection, including clearing infected zones, securing wildlife threats, and confirming no survivors remained in danger.

Back in Raccoon City, Jill continued monitoring the situation while managing ongoing cult activity and city security.

Leon remained focused on coordination and intelligence gathering, ensuring both operations stayed under control.

Unknown to all S.T.A.R.S. members—

the island outbreak was not just a random incident.

It was a deliberate diversion.

Umbrella had orchestrated it carefully to draw attention, resources, and elite operatives away from Raccoon City.

While S.T.A.R.S. was occupied with containment efforts overseas—

something far more critical was slowly developing within the city itself.

Time continued to move forward.

The outbreak incidents did not stop.

After resolving the first island crisis, another report soon arrived.

A second island had been infected by a new wave of zombies.

Leon immediately authorized reinforcements and deployed additional S.T.A.R.S. units to contain the situation before it could spread further.

However, even after successful containment efforts, the pattern did not break.

Another outbreak followed shortly after.

And then another.

It became clear that these incidents were not isolated.

---

By December 21st, 1996—

S.T.A.R.S. had made significant progress inside Raccoon City.

Out of twelve identified cult organizations—

ten had been completely destroyed.

For a brief moment, it seemed like the city might finally stabilize.

But that relief did not last.

Within days of the victories—

new cult groups began appearing across different parts of the city.

Hidden cells.

Reorganized networks.

Fresh recruits replacing the ones that had been eliminated.

It was as if the organization was regenerating itself.

Leon's patience finally broke.

The repeated cycle of destruction and resurgence made one thing clear—

someone was deliberately sustaining the cult network.

In response, Leon personally launched direct solo operations.

Without waiting for full squad deployment—

he targeted and dismantled two to three cult hideouts himself.

Fast, precise, and overwhelming.

No warnings.

No negotiations.

Just complete eradication.

Raccoon City's underground criminal networks began to feel the pressure more than ever.

But despite these victories—

Leon understood something unsettling.

The enemy was not being eliminated.

It was adapting.

Time passed and the Anti bioterrorism didn't stop but continued to do it's work

Another new year approached

March 16, 1997.

Leon S. Kennedy was not in the villa.

The Manhattan residence stood unusually quiet, but it was not entirely empty.

Inside, Emma—Leon's secretary—was present.

She moved carefully through the villa, handling paperwork and communications in Leon's absence. Everything was routine, or at least it was supposed to be. The silence around her felt heavier than usual, but she ignored it at first, blaming fatigue or stress.

Outside, the city remained unaware of what was approaching.

A massive man, nearly seven feet nine inches tall, walked through the streets with slow and deliberate steps.

He wore a long white coat that swayed slightly with each movement. His face was hidden behind a skull-shaped mask—blank, unreadable, and unsettling in its complete lack of expression.

He stopped in front of the villa.

The air felt different here.

He tilted his head slightly, sensing presence inside.

Not Leon.

Someone else.

Emma.

He didn't move immediately.

Instead, he stood still for a moment longer… as if deciding how to proceed.

Raccoon City.

The atmosphere inside the temporary BSAA office was tense.

Several documents and photographs were spread across the large table in front of Leon S. Kennedy, Chris Redfield, and Jill Valentine. Images of destroyed hideouts, burned vehicles, and mutilated corpses covered the reports as they discussed the recent cult raids occurring across multiple regions.

Leon stood quietly beside the table, his arms crossed as his cold blue eyes scanned through another report.

"These attacks are becoming more organized," Jill said seriously while pointing toward one of the photographs. "This isn't random cult activity anymore."

Chris nodded in agreement.

"They're gathering resources and manpower far too quickly. Someone's leading them from the shadows."

Leon remained silent for a moment before finally speaking in his usual calm tone.

"Whoever it is… they know exactly how to stay invisible."

Before anyone could continue, the sudden ringing of Leon's phone interrupted the conversation.

His eyes shifted toward the screen.

Emma.

Leon frowned slightly before looking toward Chris and Jill.

"Emma's calling," he said calmly. "Might be something urgent. Mind if I take this?"

Chris leaned back slightly and nodded.

"Go ahead."

Jill crossed her arms and gave a small nod as well.

"Could be important."

Leon wasted no time.

He immediately stepped away from the office and walked outside into the empty hallway, the sound of his boots echoing softly against the floor. His expression remained cold and composed as he answered the call.

"Hello, Emma," Leon said. "Did you find anything about the cult?"

For a brief second…

Silence answered him.

Then—

A man's voice came from the other side of the phone.

Deep.

Distorted.

Filled with amusement.

"Hello, Leon… we meet again."

Leon's footsteps immediately stopped.

For the first time in a long while, his expression changed slightly.

His eyes narrowed.

The color in his face faded just enough to notice.

Then his voice turned sharp and dangerous.

"Who are you?" Leon demanded loudly. "Where's Emma?"

Inside the office, both Chris and Jill instantly heard the change in Leon's tone.

Without hesitation, both of them rushed outside.

"What happened?" Chris asked immediately.

Leon raised one hand slightly, signaling them to stay quiet while keeping the phone near his ear.

And then—

Laughter echoed from the speaker.

"Hehehehahahahaha…"

The sound was cold.

Unstable.

Almost insane.

"Sooo…" the man continued mockingly, "you don't remember me, huh, Leon?"

A dangerous silence appeared in Leon's eyes.

At that moment, he understood everything.

This wasn't random.

This wasn't about the cult.

Someone from his past had returned.

And Emma…

Emma had been taken hostage.

The air around Leon suddenly felt heavier as rage slowly built beneath his normally controlled expression.

His grip around the phone tightened hard enough for the plastic to crack slightly.

"What do you want?" Leon asked coldly, his voice filled with restrained fury.

The caller suddenly went silent.

For several long seconds, faint static echoed quietly through the phone.

Leon S. Kennedy stood motionless beneath the dim hallway lights outside the office, his sharp blue eyes focused ahead while his dirty blond hair partially fell over them. At twenty-three years old, Leon still carried the natural charm and striking appearance that easily caught attention wherever he went.

But there was something different about him now.

His handsome face no longer carried the relaxed warmth of an ordinary young man. Instead, his expression had become calmer, colder, and harder to read, shaped by endless missions and experiences no person his age should have endured.

Even standing silently, Leon carried a strange presence around him—calm, confident, and dangerous.

Chris and Jill watched him carefully from nearby.

Both immediately noticed the subtle change in Leon's expression after hearing the caller's voice.

Then finally, the man on the phone spoke again.

"Always straight to the point, Mr. Kennedy…" the caller said mockingly. "Looks like you still haven't figured out who I am."

Leon's eyes narrowed slightly.

The voice felt unfamiliar, distorted somehow, but deep inside, something about it irritated him immediately.

Someone from the past.

Someone dangerous.

Leon slowly leaned against the wall beside him while tightening his grip around the phone.

"Enough games," he replied coldly. "Just tell me what you want."

The caller suddenly laughed.

"Hehehehahahahaha…"

The disturbing laughter echoed through the hallway loudly enough for Chris and Jill to hear clearly.

"I expected better from you, Leon," the man continued mockingly. "After everything we've been through together."

Leon's jaw tightened slightly.

A flicker of irritation crossed his otherwise calm face.

"If you want answers," the caller said calmly, "then come meet me. I'll send you the location."

Leon stayed silent for a moment.

"But you'll come alone."

Without hesitation, Leon replied instantly.

"Fine."

Chris frowned immediately.

"Leon, think about this first."

Jill crossed her arms, clearly uneasy.

"This is obviously a setup."

Leon lowered his gaze briefly before running one hand through his messy blond hair with visible frustration.

"I know," he answered calmly.

But despite his composed tone, both Chris and Jill could hear the restrained anger beneath it.

Then the caller chuckled again.

"Oh yes…" the man continued slowly. "Before you arrive, allow me to introduce myself properly once more."

Leon's expression hardened.

"You may call me Ramon, your favourite…"

A brief pause followed.

"…the Mad Scientist."
