Internally, the eleven Minor Saints of the Divine Court already understood the weight of their mission, but externally, it was merely declared as a diplomatic visit. In other words, in the eyes of others, they were merely eleven emissaries sent by the Divine Master, representing the Divine Court to visit the key figures of various Dao Unities in the Pure Land and to jointly discuss a series of important matters. This might have a show of power, but on the surface, it appeared peaceful, even to the extent that the Pure Land did not expect the Divine Court would send envoys first.
However, having envoys arrive is not a bad thing; at least it indicates that the Divine Master does not intend to engage in immediate warfare.
