Gao Yang and Alexander emerged simultaneously, but no one fired, as Specter refused to follow their rhythm.

Both Gao Yang and Alexander were highly confident marksmen. They believed that even if Specter targeted them, they had the ability to retaliate and eliminate Specter before being hit. Although such confidence seemed unreasonable against Specter, losing it entirely would mean being comprehensively defeated by Specter and living perpetually in his shadow.

This once-in-a-lifetime opportunity couldn't be ruined by a single sniper. The area one person could control was ultimately limited, and Gao Yang and Alexander had both left their cover, raising their guns to search for Specter's position.

If Specter didn't fire at either Alexander or Gao Yang, he had relinquished the initiative.
