Outside the courtyard in the Sky God's palace, several people had noticed the unusual behavior of the Worldly Laws as well. What had nearly left before had settled back down in the same place. Most of those who understood that this was the Water Dao were certain that whoever it was had already learned the Dao.
In which case, they couldn't understand what was keeping the Worldly Laws there.
If the person were learning two Daos instead of just one, the Worldly Laws wouldn't have left until they were done. So, this caught the attention of more than just a few people out there.
