Even if that possibility existed and Ross was aware of it, he could still choose to take the risk if it meant gaining something out of it and being able to come up with countermeasures if something did seem off about it.
If the current events were just the small bait to lure for something greater, then there was no reason to reject it unless the risk involved was too great.
It would likely be a scenario where someone could use something like that as bait to achieve their objective, just so that they could let their opponent let their guard down, or to help set up something that would help toward their larger objective.
It could just as easily be a diversion that could be used to distract others from other things, so that their original goal was kept hidden.
It was a game of patience and strategy when it came to that way of trying to get a desired outcome.
