The ones leading the trouble were Scott and Kevin. They had brought over a hundred knights, and they were actually being told to disarm before they could enter the city. Wasn't this like pulling the fangs and claws from a tiger?

"The City Lord? Is he someone you can see just because you want to?" Andrew's attitude was extremely unyielding. "This is the rule.
