Chapter 869 - 868-Investigations

The silence that followed Renjiro's observation was absolute, a vacuum that seemed to pull the air from the room. The observation had been too precise, too pointed, too devastating to be dismissed with empty words.

Now, Renjiro thought, his internal voice cold with calculation, I activate the trap.

He spoke again, his voice calm, measured, carrying the weight of someone who had been waiting for exactly this moment.

"There is one detail I intentionally withheld until now."

Everyone's attention returned to him. The room shifted, the focus of the conversation pivoting back toward the Jonin Commander, toward the man who had been the target of Danzo's accusations and who was now about to turn the tables.

"During the recent incident involving the missing operatives," Renjiro continued, his voice flat, "one participant initially survived."

He paused, letting the statement linger. The room was utterly still, every face turned toward him, every mind racing to process the implications.

"Before dying, the survivor described several details."

Silence.

And Danzo—Danzo showed no outward reaction. His expression remained unchanged, his posture relaxed, his single eye fixed on some point in the middle distance. But internally, his mind was racing, calculating, assessing.

Which operative? Danzo thought, his internal voice sharp with sudden uncertainty. What did he reveal? Did anyone survive longer than expected? How much does Renjiro actually know?

For the first time in the meeting, Danzo was forced into uncertainty.

Renjiro continued the lie carefully, his voice still calm, still measured, still carrying the weight of someone who was in complete control.

"The survivor managed to provide several useful details," he said. "Those details significantly influenced the current investigation."

He deliberately avoided specifying what those details were. He let the implication hang, let Danzo imagine the worst, let uncertainty do its work.

Uncertainty is often more powerful than accusation, Renjiro thought, his internal voice cold with satisfaction. When you don't know what someone knows, you have to assume the worst. And the worst, in Danzo's case, is very, very bad.

The room shifted. The questioning changed direction, the focus of the conversation pivoting away from Renjiro and toward Danzo.

Homura spoke first, his voice pragmatic, measured.

"Did Root lose personnel during an operation?" he asked, his eyes fixed on Danzo. "Why wasn't this reported? What operation were they conducting?"

Koharu continued from another angle, her voice sharp, probing.

"Why are the missing operatives so central to your arguments, Danzo?" she asked. "Is there a connection between those operatives and the cemetery investigation?"

Danzo was now answering questions instead of asking them. The political initiative, which had briefly shifted to him, was now swinging back toward Renjiro.

Danzo regained his composure. His expression remained unchanged, his posture relaxed, his single eye fixed on some point in the middle distance. But his mind was racing, calculating, assessing.

I cannot challenge the survivor story directly, he realised, his internal voice cold with calculation. That would reveal too much. I need another approach.

He spoke, his voice calm, reasonable, utterly without emotion.

"The missing operatives were conducting routine surveillance," he said. "Their deaths were unfortunate, but unrelated to the cemetery thefts."

He paused, letting the words settle.

"However, I have recently received intelligence regarding a likely culprit. A dead rogue shinobi with a history of grave desecration and corpse trafficking. It is possible that he was responsible for the thefts."

His goal was not to convince everyone completely. It was to muddy the waters enough that certainty became impossible.

Renjiro did not argue against the scapegoat directly. Instead, he returned to the strongest factual point.

"The graves targeted belonged exclusively to awakened Sharingan users," he said, his voice calm, measured. "Several famous Uchiha were ignored because they never awakened the Sharingan."

He paused, letting the weight of his words settle.

"Therefore, someone possessed accurate records. Accurate records are held by only a handful of institutions."

He listed them methodically, ticking them off on his fingers.

"The Uchiha Clan. Certain Hokage administrative archives. Root."

He did not accuse Danzo outright. He simply let the implication settle.

One of those institutions is Root.

This was the strongest factual argument of the entire meeting. It relied on established evidence rather than speculation, on patterns rather than possibilities.

The room grew tense. Fugaku realised that the discussion was approaching open accusations. Homura and Koharu recognised that continuing now might fracture the council. Danzo prepared another response, his mind racing through possibilities. Renjiro was prepared to continue, his arguments ready, his evidence organised.

The political battle was seconds away from becoming an outright confrontation.

Minato stood.

His movement was sudden, unexpected, cutting through the tension like a blade. He did not raise his voice. He did not need to. His presence, his authority, and his absolute command of the room was enough.

"Enough."

The word was quiet, but it carried the weight of the Hokage's office. The room fell silent, all eyes turning toward him.

"There is suspicion. There is circumstantial evidence. There is no definitive proof."

He paused, his blue eyes sweeping across the room.

"Continuing this discussion will only deepen political divisions. I am ordering a formal independent investigation. It will not be conducted by Root. It will not be conducted by the Uchiha Clan."

He paused again.

"It will be assigned to a neutral investigative team reporting directly to me."

"The council will reconvene in one week. By then, all findings will be presented."

The council adjourned. The room slowly emptied, each participant leaving with different thoughts.

Fugaku walked out cautiously, hopeful. The investigation would proceed, and the truth might yet emerge. Homura was troubled, his pragmatic mind already turning over the implications of what had been revealed. Koharu was uncertain, her sharp eyes still fixed on Danzo, still searching for the truth that had not yet been spoken. Danzo walked out already planning his next move, his mind racing through possibilities, through countermeasures, through contingencies.

And Renjiro walked out satisfied. The discussion had shifted from his supposed bias back toward the actual crime. The investigation would proceed. And the truth, whatever it was, would eventually emerge.

The week that followed was a study in quiet war.

Minato began discreet inquiries, limiting knowledge of the investigation to a small circle of trusted advisors. He personally reviewed restricted records, searching for patterns, for inconsistencies, for evidence. He avoided informing Root of his methods, keeping the investigation compartmentalised and secure.

Kakashi, working as part of the neutral investigation team, uncovered suspicious inconsistencies. Root personnel movements that did not align with official records. Missing mission logs that had been conveniently lost. Administrative gaps that suggested deliberate concealment. Nothing proved guilt. But several threads pointed toward Root involvement.

Danzo quietly deployed countermeasures. Records disappeared. Witnesses became unavailable. Rumours about foreign involvement spread through intelligence channels, muddying the waters, creating doubt. His objective was not to prove innocence, but to make certainty impossible.

The investigation reached a frustrating stalemate. Multiple clues increasingly suggested an internal actor. Several clues indirectly implicated Root. But none were conclusive enough for formal charges.

Minato reviewed the reports, his blue eyes fixed on the pages before him. The evidence was suggestive, but not definitive. The pattern was clear, but the proof was elusive.

Too many coincidences point toward an insider, he thought, his internal voice heavy with the weight of leadership. Too little admissible evidence exists to act.

He set down the reports and looked out the window, at the village spread below, at the lives that depended on his judgment.

Everyone knows, he realised. Nobody can prove.

The truth was there, just beyond reach, a shadow that could not be grasped. The investigation would continue. The search would go on. But for now, the battle was a stalemate.

I guess it's all up to me, he concluded.
