Chapter 870 - 869- The Hokage's Judgement

The council chamber had not changed in the week since the last meeting, but the atmosphere was different.

Minato sat at the head of the table, his blue eyes scanning the assembled faces with the particular focus of someone who had spent the week personally reviewing reports, cross-referencing intelligence, and building a case that could never be brought to trial. The papers before him were neat, organized, their contents meticulously documented. He had read every file, every witness statement, every administrative irregularity. He knew the truth—or as much of it as could be known without confession.

Danzo sat at the far end of the table, his expression composed, his single eye fixed on some point in the middle distance. His bandaged arm rested on the table, his cane leaned against his chair, and his posture was the picture of calm authority. But there was a tension in his shoulders that had not been there a week ago—a subtle rigidity that spoke of a man who had been preparing for this moment and was uncertain of its outcome.

Renjiro sat near the centre of the table, his posture relaxed, his expression neutral. He had spent the week reviewing his own notes, preparing his own arguments, and anticipating the political battle that was about to unfold. He knew that this meeting would not deliver justice—not in the way that Fugaku wanted, not in the way that the dead deserved. But it would deliver something else: a shift in power, a recalibration of authority, a victory that felt more like a compromise.

Fugaku sat at the opposite end of the table, his dark eyes fixed on the Hokage, his hands clasped before him. He looked older than he had a week ago—the weight of the investigation, the weight of his clan's suspicions, the weight of the dead pressing against him like a physical burden. He wanted answers more than punishment. He wanted recognition more than retribution.

Homura and Koharu sat in their customary positions, their expressions guarded, their postures careful. Both of them wanted the same thing: stability. The matter had dragged on long enough. The village needed closure, not continued conflict.

Minato opened the meeting, his voice calm, measured, carrying the weight of his authority.

"The investigation is complete," he said, his blue eyes sweeping across the room. "Kakashi and the neutral investigative team have submitted their final report. The findings are as follows."

He paused, letting the weight of his words settle.

"Numerous inconsistencies were discovered. Missing paperwork. Contradictory Root movement records. Administrative irregularities that suggest deliberate concealment."

He paused again.

"However, none of these inconsistencies is sufficient for criminal conviction. Suspicion exists. Proof does not."

The room absorbed the news in silence. Fugaku was disappointed—not angry, not bitter, just tired. His jaw tightened, his hands clenched beneath the table, but he said nothing. Homura nodded slowly, his pragmatic mind already accepting the reality of the situation. Koharu's expression tightened, her sharp eyes searching for any sign of deception, any hint of the truth that had not been spoken.

Danzo remained composed, his single eye fixed on some point in the middle distance. But internally, he was calculating, assessing, planning his next move. Suspicion exists. Proof does not. That is the best outcome I could have hoped for.

He paused, letting the words settle.

"No admissible evidence identifies a culprit."

Everyone silently understood what Minato was really saying. The truth was known. The proof was insufficient. And now, decisions had to be made.

Fugaku spoke, his voice flat, controlled.

"The dead deserved better," he said. "The clan deserved answers. Trust has been damaged."

He paused, his dark eyes fixed on Minato.

"I accept that proof is insufficient. I simply ask that the village acknowledge what happened."

Homura nodded slowly.

"I agree," he said. "Increased cemetery security. Improved protection of clan burial sites. Tighter archival procedures. The village must take steps to prevent this from happening again."

Koharu added her voice, her sharp eyes scanning the room.

"Official recognition of the crime. Village assistance in restoring damaged graves. Compensation for repairs. All clans should receive equal protection."

Minato listened, his blue eyes fixed on the assembled faces. He had seen Fugaku's restraint, Renjiro's investigation, Danzo's arguments, the elders' concerns, and the investigative reports. He had weighed all of them, balanced all of them, and now he was ready to issue his decisions.

"The village officially recognises that the graves were desecrated," he said. "The crime specifically targeted Uchiha Sharingan users. The village failed to prevent it."

He paused.

"Restitution will include village-funded restoration. Permanent ANBU cemetery patrols. Updated burial protections. Formal acknowledgement from the Hokage."

He turned to Fugaku.

"This is what I can offer. Not justice. Recognition."

Minato turned to Renjiro.

"No evidence suggests misconduct," he said. "Therefore, Renjiro is cleared."

He paused.

"However, because of the perception of conflict of interest, for future investigations involving the Uchiha, Renjiro must operate jointly with another senior investigator."

Renjiro's internal reaction was immediate, sharp. Not punishment. Safeguard. I lose a degree of freedom, but I keep everyone's confidence.

He nodded, his expression neutral.

"Understood."

Minato turned to Danzo.

"Administrative reforms," he said, his voice flat. "Root record keeping is now subject to Hokage inspection. Root movements involving village citizens require notification. Intelligence archives will be jointly monitored. Burial intelligence files will be transferred to Hokage custody."

He paused.

"Root loses access to certain sensitive records."

No accusation. No conviction. But an enormous loss of authority. Exactly what Danzo had feared.

Danzo remained perfectly calm externally. But internally, he was furious. I survived every accusation. They proved nothing. Yet I alone leave weaker. Minato's reforms are punishment disguised as administration.

Renjiro reflected differently. I won the political battle. Danzo lost influence. But the culprit remains officially unknown. No justice for the dead. No accountability. It feels hollow. A victory that doesn't feel like one.

Fugaku rose from his seat, his movements slow, deliberate. He had achieved recognition. Protection. Respect. But not answers. He would leave knowing that the clan's suspicions were not madness, that someone had targeted his people, that the truth was buried beneath layers of politics and denial.

"Thank you, Hokage-sama," he said, his voice quiet, controlled. "For acknowledging what happened."

The meeting concluded. The participants rose, their movements stiff, their expressions guarded.

Homura was relieved. The matter was closed, the village was stable, and the conflict had been contained. Koharu was thoughtful, her sharp eyes still scanning the room, still searching for the truth that had not been spoken. Fugaku was quietly appreciative, his dark eyes fixed on the Hokage, his posture carrying the weight of a clan that had been recognised but not avenged. Renjiro was analytical, his mind already turning to the next challenge, the next battle, the next opportunity to shape the future.

Danzo was in controlled fury. His expression remained calm, his posture relaxed, but his internal thoughts were sharp, cutting. I will not forget this. I will not forgive this. And I will find a way to reclaim what I have lost.

As Danzo reached the door, Minato spoke.

"Renjiro."

Everyone paused.

"Remain behind."

Silence. Danzo noticed. His single eye flickered—just slightly, just enough to show that the words had struck deeper than any accusation. After everything… Minato still trusts him. That hurts far more than the administrative restrictions.

Danzo exited, the door closing behind him with a soft click.
