The number was very small, and it was small compared to Kael's grand plan.
There were a total of three thousand laws in the universe that constituted the known and unknown reality of things in the universe.
There were just too many laws and each law could have tens to thousands of creatures subscribed to it.
Some races even had affiliation with more than one law, an example was the dragons.
Kael's goal was to find a single Primordial for each law, making that a total of three thousand Primordials.
To achieve that, the known universe would have to be searched thoroughly.
This was because not all Laws were the same, and that was also the case for the Primordials.
Some laws were more prevalent in certain environments.
