It was in a shoddy bar where that line was uttered. Despite the deceiving appearance, this place was holding a meeting with some of the most powerful leaders of private mercenary groups. The content of the meeting was, of course, about the upcoming opportunities. With the arrival of of All For One, everyone could already smell the chaos waffling from his activities. To set the wave was the man's job, to capitalize on that wave was their jobs.
Frost Nova, the leader of the Yeti's Squad, was interested in the security works offered by rich people not wanting to move away from their place. She and her followers were proficient in ice and temperature quirks. Then the thermal weapons would finish their job. The woman, her white hair ruffled from the wind before arrival, was tucked at by her second-in-command. A whisper passed between them and she immediately stood up to prepare leaving. A new job was available in China.
"Leaving so early, Frost Nova. Take care. It would be sad to see you not sitting with us another time."
A robotic voice muffled by the cloth covering the speakers but the meaning was still conveyed. As the leader of Intelligent Construct mercenary proficient in information warfare, it was often hired to 'maintain peace'. Truly an anomaly among the ones who were fighting on the frontier. The creaking arms of the humanoid android pulled out a bottle of lubricant before dripping some onto the joints. The artificial muscles sucked up the fluid like sponge before circulating it around the ball joints.
Seeing that scene, those that had aimed at the android put down their weapons.
" I am just repairing myself. It is sad how time has separated us so much just like how it rusted my body. Five of us, yet only three come. I am here to inform you of our project. We are deploying an information dome across the entirety of Japan territory, land, sea and aerial.
Think of it as a warning for information safety. I will have a few more drinks for my subordinates. May I have a few bottle of spirits
The preordered amount was handed to the robot. He picked up the bag and made his way out of the bar. The weight of each steps made the cheap boarding screams with agony creaking.
That left a petite man with an elongated head, veins popping of his forehead. His ashen hair, dotted between white and black, covered only the top, leaving a massive area for a tic-tac-toe match to be played. He did not order any spirit, only jasmine tea. The reason why the three of them even met here had been because this place had excellent tea culture in spite of its shabby environment.
He came here and did not said anything had been because he had already finished 'talking'. His quirk allowed for quick information transfer using psychic signal, normally called telepathy.
'Epsilon, get me back to Africa.'
His second-in-command was responsible for the safety of travelling for the majority of the top ranks of his group. The man was covered half in tattoos, half in burn marks from an incident that him, the boss of his mercenary group, had rescued him from. That was a result of his conflict with another group and their mistakenly burning of the boy's family apartment.
He had helped him get revenge against the perpetrators but without a stable household to grow the boy, he decided to take the matter into his own hands, or more correctly speaking, his own cage. That was how Epsilon was born, enrolled in a training camp.
"Boss, our troops have defended against the onslaught of heroes. Some are injured but no casualties have happened. Everything followed your plans."
"Good, tell them that they can take a break and call one team. I will personally infiltrate the base. You will be coming with me."
"Yes."

Frost Nova said, her expression icy. This thing here had not been recorded in any encyclopedias or materials she had gone through. An unknown enemy was a lethal enemy. What Frost Nova was afraid of the most was adaptation ability or anti-freeze property. She was the foundation of the group strategy, a failsafe for others to rely on. Fiddling around with the thing inside her palm, she could confirm that these creatures are innately not resistant to freezing and cold.
"He said that they managed to capture one alive but it was on the verge of dying. It is kept inside a tank inside their base. I have gotten permission to bring you over there and to let you test your quirk on it. That commander was very stressed when he mentioned that"
"Tell him to bring me there immediately."

The Prime Minister and a researcher was present in front of a ... broken down shrine. The wood pillars supporting the roof had been petrified and the structure retained its historic appearance. If one could observe the surface of the building, they would see a purple haze emitted from the various micro pores as if the place was a living person.
"This place... has it stabilized since last time?"
"Yes. We have bene closely monitoring the energy output here in the form of purple mist. The haze you are seeing in front of you is the aftermath of our latest clean up. The statue has been bounded to this land."
"If cannot move the statue, move the land it is resting on. Can we use this as a bullet to hurt All For One?"
"The singularity can be extracted into weapons with anti-quirk property, man-made powers rivalled what nature has given us. You should know, Prime Minister, that the shrine is naught but a cover. It is trying to dock itself to our, the Japanese's, perception of culture. Our conclusion is a memetic plague blocking the instinctual path between quirk control and will."
"So it can prevent quirk usage."
"Yes. "
"I will sign the funding. Turn this singularity into something we can use to protect against super soldiers and super villains. I expect much progress from this site."
After that agreement to increase budget, the prime minister left. The head researcher, now left alone, began to pull his finger. The length extended to twice that of the usual fingers but he knew better: this had been the result of a month of rehabilitation. He returned to his office at the base of Mt. Fuji, the paper-filled floors was scribbled with equations, ideas and hypothesis. Using his work phone, the research leader called his friend in the storage team.
"Hey, uh, do you have any memetics that can erase memories? Send me some. The calibrator has worked wonders and the resonance frequency can finally be produced between two objects. The Prime Minister has given his words in using the Singularity beneath Fuji for the coming super villain."
"This is a bad idea for many reasons. You already know that these memetics are of the strictest control due to how fast they can spread through the Internet or any forms of public communication. And that Singularity, even if you can give it memetic characteristics, the issues remain. How do we store it? How do we use it? How do we keep it under control?!
... Your team is responsible for pushing the frontier forward but others are behind to clean up the wreckage of your failures. Remember that. But I cannot argue against the results your team have achieved. I need you to tell me to which extent this memory-erasing effect will reach? I can only supple for memory removal, not to the point of conceptual removal."
"Slightly more powerful than that, I need to prevent someone from regaining their instinct of using quirk."

The target of the annoyance, David Shield, was trying to pry something off this intellitron. A Singularity, to be exact. The android had been researching a possible emergence of someone like him in the Australia network but he had to allocate one of his channel for this inefficient conversation.
"Prometheus, give me a hand. I can give you my share in the current projects in New England and Portugal."

The connection link was cut off from Prometheus' side, leaving a silent office.
"Well, I try. I will have to give it even more things!", thought David Shield as he made his way to the back of the suit. Contrary to the American color scheme on All Might's hero costume, this suit here, even if more like an armor forged in the pitch black depth, went all in on performance. Upgrading the thrusters responsible for aerial movements by changing for an improved thrust engine, using quirk-made material to form the outer-shell of the dermal armor, replacing the energy system by a more robust one,... everything was going on normally when David Shield brought out a red pen.
This red pen was crafted from a cooperation between 5 geniuses and it had the ability to etch and enhance a concept onto an object. The science behind it was fueled by the theoretical foundation of collective cognitive space, or cognisphere, and quirk origin. He had calculated the needed amount of thoughts to enhance the equipment to an unforeseen level but there was one more thing he had to add into the armor as a failsafe, a final weapon.

A bear-rat hybrid was reading the international laws as he had an inkling of what the World Government would be waiting for. His sources had confirmed that multiple countries had pitched in and prepared something to personally gifted to All For One. Nezu, the hybrid, knew that All For One was not stupid. By personally bringing in another country into the fray by attacking would create a two battlefronts situations, wasting resources for an escalating scenario. What was possible would be a decoy or another means not known if linked to him.
Another law the man could break was about international airspace, or rather, space. To enter space was a mess of paperwork, cooperation between multiple countries and extreme scrutiny due to the easy access to almost any nations' airspace. And the news of the three airships with a new model, rumored to be extremely efficient in energy usage and concentration, ...
If they were really trying what he was thinking then All For One had no chance of conquering Earth at the end of everything. Nut for UA to not be destroyed ... an anchor was needed.
