The news moved faster than any messenger hawk.
By the second day after Minato Namikaze seized the capital of the Land of Fire and declared himself its new leader, the information had already reached every major court and hidden village in the continent.
What had begun as scattered reports of unrest in Fire Country solidified into a single, undeniable fact: the Hokage had overthrown the Daimyo, taken the capital by force, and now sat at the head of the most powerful nation among the Five Great Countries.
The reaction was immediate and uneven.
In the Land of Wind, the council chamber of Sunagakure sat under a heavy silence. The Kazekage listened without expression as the final details were read aloud.
Outside the thick sandstone walls, the desert wind scraped against the village like an indifferent hand.
One of the senior advisors broke the quiet first.
"If Namikaze consolidates control over Fire's resources, he will have the largest standing army and the strongest economy on the continent within a year. We cannot assume he will stop at his own borders."
Another voice, sharper, answered, "He already broke the oldest agreement between village and Daimyo. That alone is rebellion. If he can do it, others will begin to wonder whether they can as well."
The Kazekage's gaze remained fixed on the map spread across the table. The Land of Fire now carried a different mark than it had three days earlier.
"Double the border patrols," he said at last. "And send quiet word to the Daimyo that Sunagakure remains loyal to the current order. For now."
In the Daimyo's palace of Wind Country, the mood was colder. The Wind Daimyo paced the length of his private study while his ministers stood in uneasy silence.
The precedent Minato had set terrified him more than any army. If a Kage could remove a Daimyo and the world simply watched, then every feudal lord's position had become conditional.
"I want assurances," the Daimyo said. "Written ones. From the Kazekage. From the council. I will not be the next man replaced by his own military."
In the Land of Earth, the reaction was heavier and more suspicious.
Onoki's successors and the remaining elders of Iwagakure gathered in a stone chamber that retained the chill of the mountains even in summer. The report of Minato's success was treated as a direct strategic threat.
"He has always been dangerous," one elder muttered. "Now he has legitimacy and a nation's full treasury. If he turns those resources toward expansion, the first pressure will fall on our shared borders."
The new Tsuchikage's voice was measured. "We increase production of explosive tags and reinforce the northern fortresses. We also remind the Daimyo that Iwagakure's loyalty is to the village first. He will not like the reminder, but he will understand the necessity."
In the Earth Daimyo's court, fear took a more personal shape. The Daimyo of Earth had ruled through careful balances of bribery and quiet threats. Minato's open seizure of power made every one of those balances look fragile.
Messengers were already being prepared to demand stronger guarantees from the Stone that no similar "reforms" would be contemplated.
In the Land of Lightning, the response was the most openly aggressive. The Raikage's office was filled with raised voices before the full report had even been finished.
Cloud's leadership had never trusted Konoha's soft-spoken diplomacy, and Minato's sudden transformation from Hokage to national ruler confirmed every suspicion they had ever held.
"This is the first step," the Raikage said, slamming a hand onto the table. "He takes Fire. Next he looks north. We do not wait for him to finish consolidating. We begin preparations the moment this meeting ends."
The council of Kumogakure largely agreed. Military readiness was ordered increased. Intelligence networks were told to treat every movement out of Fire Country as potentially hostile.
The Lightning Daimyo, however, received the news with a different kind of dread. He had always kept the Raikage on a careful leash through funding and political favors.
Now that leash looked thinner than it ever had. If the Cloud decided that the Daimyo system itself was obsolete, the Raikage would not need many excuses to act.
Only in the Land of Water did the reaction diverge sharply from the others.
In Kirigakure, the news arrived during a closed session of the higher council. Mei Terumi listened in silence while the details were presented.
Around the table, several elders muttered about instability and the danger of a unified Fire Country under a single military-minded ruler.
A few spoke of increasing patrols along the coastal routes. One suggested sending a formal protest through diplomatic channels.
Mei allowed the discussion to continue for several minutes before she raised one hand.
The chamber quieted.
"We will not waste resources on panic," she said. Her voice was calm, almost mild.
"Minato Namikaze has done what many of us have only spoken about in private. He removed a Daimyo who no longer served the nation's actual power. That is not chaos. That is clarity."
A few of the older council members looked uncomfortable. One of them spoke carefully.
"Mizukage-sama, the other nations will see this as the beginning of a new war period. If we appear to approve, we isolate ourselves."
Mei's green eyes moved across the faces at the table.
"Then we do not appear to approve. We appear to observe. Publicly we express concern for stability. Privately we continue the preparations we have already begun." She paused, letting the weight of the second sentence settle. "The plan does not change. It only accelerates."
No one at the table asked her to clarify which plan she meant.
Those who needed to know already knew. Those who did not would learn soon enough.
After the council was dismissed, Mei remained alone in the chamber for a long time.
The large window behind her seat looked out over the misty cliffs and the gray sea beyond. She stood there with her arms loosely folded, watching the slow movement of fog across the water.
A small, private smile touched her mouth.
He had actually done it.
The man she had chosen—the man to whom she had already given more than political alliance—had taken the capital of the Land of Fire and made himself its ruler. The first and most difficult piece of their larger design was now in place. The rest would follow.
She felt the familiar, low heat of anticipation move through her body. It was not only political. The memory of his presence, of the way he looked at her when the formal masks were set aside, rose unbidden.
Her body remembered him with inconvenient clarity. The thought of standing in the same room with him again—of the private conversations that would come after the public ones—tightened something low in her abdomen.
Soon.
Their own rebellion in the Land of Water was already in motion.
The pieces had been placed months earlier.
With Minato's success as proof that such a thing could be done, the final steps would be easier to justify to those still hesitant inside Kirigakure.
Mei turned away from the window at last. The smile remained, small and certain.
A new era was no longer a distant idea.
It had already begun.
And the man at its center was the same man she had decided, some time ago, would also be at the center of everything she intended to claim for herself.
Outside the walls of Kirigakure, the other four great nations continued to argue, prepare, and fear.
Inside them, the Mizukage simply began the next phase of the plan.
