This directly led to a development slowdown—despite knowing that continued expansion was beneficial, Konoha had no choice but to pause.

Population growth continued, with more people arriving to work and settle in Konoha, but with industrial activity stalled, jobs were in short supply.

This couldn't go on. Tsunade and the others even considered banning further immigration into Konoha.

But thanks to their advanced studies, they knew this was a terrible idea—an outright wrong move. In the unique supernatural environment of the shinobi world, it would be like shackling themselves.

So they were racking their brains for other solutions.

At this point—amid the stir caused by the Land of Fire daimyo's scheming—Uchiha Kei put forward a plan he'd long since discussed with Minato, and one they had previously hinted at to Tsunade and the others.

Working together, Orochimaru and Tobirama Senju modified it into a chakra-awakening agent.

After all, everyone in the shinobi world had been "contaminated" by Otsutsuki power—making them biologically akin to "plant people" with far more cells than ordinary humans. The problem was that normal people lacked proper nutrition and training, so their potential—and chakra—remained dormant.

This drug would awaken chakra without side effects.

Well—there was one "side effect," but for most people it wouldn't count: after using the drug, one would need to eat a lot more, as energy consumption spiked for a time.

This was similar to ninja training—except that in training, the increased food intake was gradual. Here, it could make someone eat like a Saiyan overnight.

Naturally, widespread use of the drug would massively increase food demand—but this was no problem for Konoha. Long ago, Orochimaru had created a plant growth accelerator, now used extensively in Konoha's farmlands. Despite the city's permanent population swelling into the hundreds of thousands, food shortages had never occurred.

With resources secured, only the education issue remained.

This would be solved with a special Illusion Learning Tool created by Uchiha Kei—linking through the Illusion Network, using Illusion Games as the platform.

The new public Learning Space would be under Kei's full control—only those with his approval could enter, and instructors could also be brought in to teach there.

To speed up education, NPCs would handle the basic instruction. Konoha couldn't spare living talent for teaching.

Fortunately, Kei's mental network world could produce countless excellent teachers—and while educating chakra-using workers didn't require top-tier educators, he could simply build NPC teachers with the required knowledge pre-loaded.

To be fair, he wasn't entirely wrong. In a thousand years of shinobi history, while S-rank missing-nin could indeed be destructive—like Sasori destroying a nation—that destruction only threatened small countries.

Major nations like the Land of Fire, and their daimyo, were rarely touched by shinobi conflicts—save for the Fourth Shinobi World War. Normally, ninja warfare avoided harming these "masters" of the world.

Under such a system, daimyo lived without a sense of crisis. Even during the Fourth War, when gathered together, they showed no worry for the future—just sat there playing mahjong.

And when discussing rewards for the ninja who fought and bled for them, they thought it natural to hand out worthless medals.

This proved that, wise or not, they were still feudal monarchs.

Konoha's current opponent was one of these men. By historical standards, the current Land of Fire daimyo was relatively enlightened—but his nature as a feudal ruler was unchanged, and his worst traits were on full display.

To Kei, his slow, roundabout plotting was far too sluggish—nothing like Li Shimin, who would decide one day and act the next.

Still, the wait suited them—it gave Konoha time to prepare.

And in the meantime, in a forested border area of the Land of Fire, the Sky Ninja Village was preparing a surprise attack on Konoha.

The plan was simple: no elaborate plots—just using their Sky Fortress to hide above the clouds, then drift over Konoha under cloud cover and unleash an aerial strike.

Yes—an aerial strike.

With Black Zetsu's technical support, the Sky Ninja's control over the Zero-Tails was unmatched, with limitless energy supply. On this basis, they had developed superweapons even stronger than those in the original movie—more than enough, in their eyes, to give Konoha a taste of a shock far ahead of its time.

At least, that's what the Sky Ninja thought. Confident in their overwhelming tech advantage, they believed—

"We'll win!"
