UK:GSW Chapter 395 – The Hokage's Inauguration, Power Transfer, and Tamamo-no-Mae's Plan to Create Ninja World Pokémon

While Black Zetsu was fuming, feeling like the whole world was cursing him for having pigheaded teammates, something else—an event of historic scale for the entire ninja world—was unfolding in the main world.

On March 1st, Year 47 of Konoha, the Third Hokage officially stepped down, and Tsunade formally took office as the Fourth Hokage in a full ceremonial transfer of power.

Although the Third had already handed over his real authority to Tsunade earlier, fully retiring from day-to-day affairs and only showing up for major events, he would also persuade his old friends not to oppose Tsunade over political disagreements, urging them to cooperate even if they didn't fully understand her.

Still, until today, he was the active Hokage in name—the highest leader in title. His decision to step down was partly due to feeling out of step with the times, and partly because his best friend Shimura Danzō had hit him with harsh truths. But it was no disgrace. Under his tenure, Konoha had reached its strongest point in history, with an extraordinarily bright future ahead.

Such a Hokage deserved a proper ceremony for a formal handover of power.

And indeed, this was a grand affair. Unlike the Second World's Hiruzen Sarutobi—who had already accumulated much infamy—the main world's Hiruzen was one that would make any conspiracy-laden version from the "Hokage conspiracy theories" green with envy. He stepped down carrying nothing but glory, destined to be remembered as a shining figure in history.

Uchiha Kei had no objections. Although he had once harbored deep resentment toward the old man—after all, the Uchiha Clan Massacre was an unmovable boulder between them—once he obtained the Game Production System and began promoting the Genjutsu Game project, Hiruzen had never dragged his feet. On the contrary, he had fully supported them.

Whenever he didn't understand something, he let them take the lead, and when he could no longer keep pace with developments, he decisively chose to step back, handing over his authority.

Judging by deeds rather than intentions—such a Hiruzen left Kei with nothing to complain about. So all Kei did was offer his blessings, wishing the retired Third Hokage a happy retirement.

The entire Hokage succession ceremony was costly. After all, Konoha was now a metropolis with a permanent population of over 300,000, and this was a festival in which the whole village participated, with many representatives from other factions in attendance.

The event became a rare, village-wide celebration—a festival worthy of the history books.

Standing atop the Hokage Tower, the Third looked down at the streets below, packed with people, the old district adorned with lanterns, and the new district resplendent in its grandeur. His face couldn't hide his smile, and his eyes were full of pride and emotion.

As Hokage, seeing Konoha prosper like this, he could face the First Hokage and his own teacher in the afterlife and proudly say he had not disappointed them.

Of course, Hiruzen still had no idea that the Senju brothers had been revived in spirit form. Kei had thought of telling him, but after opening the Second World and seeing all the absurd disasters there, the two modern Hokage decisively vetoed the idea. Better to let the old man enjoy his retirement, spending his days happily immersed in Jiraiya's "artistic works."

So Kei simply shrugged and dropped the idea.

Back in the present, after savoring his private moment of pride, Hiruzen turned to Tsunade and handed her the Hokage hat—the symbol of Konoha's highest authority.

Tsunade accepted it, and under countless excited, fervent, and admiring gazes, she placed it on her head. Just as in the "original work," she loudly declared her first words as Hokage:

"From today onward, I am the Fourth Hokage of Konoha!"

Simple and direct—no lofty rhetoric, no emotional pandering. But for today's Konoha, this was the most inspiring thing she could say.

At once, cheers and shouts erupted, spreading from near to far until the entire village was roaring in celebration.

The Senju Clan was the happiest of all, followed by the Uchiha Clan—after all, with Tsunade's close relationship with Kei, her becoming Hokage was nearly the same as an Uchiha taking the position in their eyes.

Other ninja and clans were also delighted, full of hope for the future.

Konoha was already thriving, and Tsunade had been handling affairs for months. She would likely serve for years, ensuring that under her leadership, Konoha would keep achieving new heights.

This was a win.

However, among the spectators, Naruto and Sakura from the Second World felt something unusual.

They had already seen their own Tsunade become Hokage. Witnessing it again felt strange—especially since Tsunade's words were almost identical to those in their world.

It just proved that, in any world, Tsunade's personality was the same.

With that, the succession was complete. Next came Tsunade formally assembling her own Hokage administration.

Though she had already gathered people as advisors, now those positions would become official.

First was Minato Namikaze—previously the Hokage's unofficial aide—who now received a formal title and role. Then the advisor council members received promotions and official control over their respective departments.

Tsunade also added some of her own advisory elders, one of whom was Uchiha Fugaku, representing the Uchiha Clan—a substantial benefit for them.

In the past, such an appointment would have met fierce opposition, but now it was natural. The Uchiha's position in Konoha was unique and irreplaceable.

It had even been Hiruzen's own idea—before retiring, he had discussed it thoroughly with Tsunade and agreed that the Uchiha should be granted an elder seat.

The clan was naturally thrilled. Even with Kei as the great Uchiha sage who had "secured the Fourth Hokage," having Fugaku as an elder brought further honor.

Fugaku's appointment instead of his father, Uchiha Masanobu, was because Masanobu himself was stepping down, passing the clan head position to Fugaku.

This had long been planned, only delayed until Tsunade's inauguration.

About a week later, the Uchiha Clan held their own succession ceremony. With major Konoha clans, civilian ninja representatives, and Minato himself attending, Masanobu and the elder generation retired, passing leadership to Fugaku and the mid-generation.

Uchiha Shana also formally announced that Kei would be the clan's new Great Elder, stepping back from managing daily clan affairs.

Thus, the two most important leadership positions in Konoha had been passed down, signaling a wave of clan successions across the village.

For example, Hyuga Hiashi finally became head of the Hyuga Clan, just as in the Second World.

This generational shift made Konoha's leadership younger, more energetic, and ready to face new challenges.

In this way, Konoha completed its leadership transition as the ninja world's foremost power.

Meanwhile, Kei launched the "Shinobi World War" map editor event. Countless players entered the game, opened the editor, and began creating maps.

Most followed the RTS framework of Shinobi World War, designing straightforward strategy maps.

But some clever players, after deep study, realized the editor's functions were far more powerful than expected—it could be pushed beyond simple RTS maps to create entirely new game modes.

Though the maps were size-limited, what one could create within them was entirely up to the creator's imagination.

Some even found ways to design brand-new games, complete with original mechanics.

The result: creativity exploded.

With the Genjutsu Game already recognized as a groundbreaking art form, many with creative drive couldn't resist the chance to make their own works on such a platform.

Before, there had been no tools or opportunities. Now, with both available, those with vision threw themselves into creation.

As the contest went on, Kei noticed that among the participants was someone he knew.

Not Jiraiya—he had access to the real creative platform and wouldn't bother with a limited editor.

No, this "someone" wasn't even human—it was the main world's Nine-Tails, now fully in the form of Tamamo-no-Mae.

No longer calling herself the Nine-Tails, she now claimed the title of the "Nine-Tailed Celestial Fox." Once she understood the map editor, she became deeply interested in making her own game.

Her concept shocked Kei—it was something that, on Earth, might have gotten Nintendo's lawyers knocking.

She was creating a game strongly resembling Pokémon, where players acted as trainers capturing and battling with "monster beasts."

These beasts could evolve into different forms, and each player could carry only six at a time into battle. There were tournaments, and the ultimate goal was to become the greatest monster-beast master.

In short—it was a ninja world Pokémon, the kind Nintendo would scrutinize under a magnifying glass before sending a cease-and-desist.

It was surprising that Tamamo-no-Mae would make such a game—but not that strange, considering Kei had once "fed" her many old games via the mental network system, including Nintendo's Pokémon series.

She had even been addicted to it for a time, so creating a ninja world version now wasn't all that unexpected.
