Chapter 207 - Chapter 207: Parting Choices

Ten thousand meters above Jaya Island, the sky island had, after nearly a decade of reconstruction, become a place of order and rare peace.

On this day, Konoha, the Revolutionary Army, and the World Government finally joined forces to form a new World Government. 

To the ordinary residents of the sky islands, life seemed unchanged, but for the seas below, it was a turning point of monumental significance.

Arima had long accumulated experience in governing alliance-style systems.

Using the Flying Thunder God markers he'd placed across the islands, he summoned the representatives of every nation to Konoha. 

This gathering was to draft the Unified Charter, a document meant to establish fairness, justice, and transparency as the foundation for order upon the seas.

Naturally, the isolationist Land of Wano could not be left out.

After decades under the dark rule of Kurozumi Orochi and Kaido of the Beasts, the people of Wano had sunk into utter despair.

After purging the old World Government, Arima split into four shadow clones and swept through the New World, annihilating the remnants of the Beasts Pirates.

Princess Kozuki Hiyori of Wano, grateful for his help and determined to rebuild her nation's economy, decisively accepted the alliance's invitation to join.

As for the Donquixote Pirates, Arima hadn't even needed to lift a finger; they had vanished quietly on their own.

Arima had no desire to be distracted by such trivialities. His priority was to see the alliance officially established as soon as possible.

The deliberations for the Unified Charter were conducted entirely in public. After nearly three months of intense discussion, the charter finally took shape.

The new World Government adopted a parliamentary system, with Arima temporarily serving as the supreme chancellor. 

Yet, in practice, he divided executive authority equally among the three factions.

At the very moment the charter was ratified, Arima received a long-awaited notification from his system.

The rewards from creating the new World Government and from redeeming the Devil Fruits finally offset his remaining debts, leaving him with a modest surplus.

He used those remaining merit points to eliminate the weaknesses of the Devil Fruits he had set aside, then distributed them among his family.

Thus, the Konoha Fruit Users became transcendent beings across the seas.

During the celebratory feast that followed, laughter and music filled the air around the bonfire.

Princess Hiyori, hailed as "the most beautiful woman in Wano", watched the joyous scene and sighed softly. 

"If only Chancellor Senju had appeared sooner… my family wouldn't have had to make such painful sacrifices."

Beside her, Princess Shirahoshi of Fishman Island felt a pang of shared sorrow. 

Her mother, Queen Otohime, had sacrificed her life striving for justice and equality, gunned down by a criminal before Shirahoshi's own eyes. The trauma of that moment had never faded.

Nearby, Viola, the second princess of Dressrosa, heard their words and couldn't help releasing a long sigh herself.

Her family and people had been luckier, spared the worst of the Donquixote tyranny.

Soon, Tsunade joined their conversation with several women from Konoha. She mentioned that they would soon return to the Shinobi World. 

As expected, the three princesses were utterly stunned, unable to even respond to what sounded like a fantastical tale.

Tsunade had gathered everyone that night to hear their decisions, it was time for each to choose their path.

Kushina, ever straightforward, asked, "Tsunade-nee, will Arima stay here?"

Tsunade smiled. "He'll leave a few clones behind, as your last line of protection. So, don't worry. No one in this world will dare lay a hand on you."

Kushina's face softened with relief. "Then I'll stay here with one of his clones. You all go back."

Tsunade understood her feelings and didn't expose them. Each clone had its own personality, so letting one remain with Kushina wasn't a bad idea.

And Nono also chose to remain in the One Piece world. 

They had spent the most important years of their lives here, grown used to the freedom and tranquility of the seas, and with one of Arima's clones nearby, how could they bear to leave?

To Tsunade's surprise, even the siblings Yuna and Arata decided to stay. Yuna declared she hadn't yet experienced a true adventure on the ocean and would regret leaving too soon.

When Tsunade looked toward the elders, she found that Naomi, who had originally planned to return, had changed her mind. 

It was understandable, her son, grandson, and granddaughter would all be here with her, and she had no wish to revisit the land that held only painful memories.

As for Mito, Tsunade's grandmother, she had to return. The Nine-Tails still resided within her; its rightful place was back in the Shinobi World.

As for Robin, Sugar, and Monet, their decisions needed no explanation.

In the end, those returning to the Shinobi World were only Arima, Tsunade, and Mito.

Tsunade had a vague sense she was forgetting someone… but no matter how hard she tried, the missing name never came to mind.

Under the united government's efforts, the seas were finally purged of all dangerous criminals, and every bounty was reset to zero. A new era began.

When Luffy learned his bounty had been wiped clean, he sulked for half a day, then channeled his frustration into eating, nearly consuming all the food aboard the Going Merry.

Though he no longer had his Gum-Gum Fruit powers, his grandfather Garp had put him through brutal physical training. 

He was more than ready for another voyage, new adventures awaited him and his crew.

Before leaving the world of pirates, Arima took Tsunade to travel the seas, leaving their footprints on every remarkable island.

At last, they even reached the final island. 

There, they completed the final missing piece of the world's history. But whatever they witnessed in that place, neither ever spoke of it afterward.

Before departing, Arima sought out Shanks. The two drank heavily, then sparred fiercely in hand to hand combat, settling their final regrets.

When they parted, Arima personally gifted Shanks one of the Twenty-One Great Grade Blades.

Shanks, ever a lover of fine swords, had coveted that weapon since he'd seen it in the hands of the Gorosei. Receiving it now from Arima was the perfect parting gift.

When all matters were finally settled, Arima drew Tsunade and Mito into a special Kamui space, then activated the return passage, vanishing completely from the One Piece world.

Long before, Arima had used his ocular technique to leave a spatial anchor in this world. 

With it, he could open a time-space passage with his Six Tomoe Rinnegan whenever he wished to return.

During their journey home, Arima entered Sage of Six Paths Mode, keeping his Six Tomoe Rinnegan fully active, ever wary of a possible attack from Isshiki.

But fate is fickle. Arima's caution instead gave the lost Isshiki a beacon to follow.

Drifting endlessly through the rifts of time and space, Isshiki sensed the immense chakra of Arima. 

To him, Arima in his Six Paths form shone like a morning star in the dark cosmos.

"Found you at last… Arima."

Pouring out every ounce of chakra, Isshiki broke free of the space-time prison, and appeared directly before Arima.
