In the ninja world, the Land of Water was an overseas archipelago, a nation formed from numerous, disconnected islands of various sizes. Conquering it island by island would be an exhausting endeavor.
The Land of Lightning, on the other hand, was a high-altitude region, similar to the Tibetan Plateau of Uchiha Nagi's previous life. This was why the Fourth Raikage and his people had darker skin. It wasn't because they were black, but because the intense ultraviolet radiation at such high altitudes naturally darkened the skin.
The Land of Water had never considered attacking the Land of Lightning, for the same reason the Land of Lightning didn't attack them. The high mountains and harsh environment made it an unprofitable venture. Occasionally, he would fly into the sky to check for any missed spots. As for how he flew, it was, of course, with Magnet Release.

At its peak, one could even control the magnetic field of the earth, of the entire planet. What was the human body's magnetic field in comparison? With a casual wave of his hand, the Third Kazekage could disrupt a person's magnetic field, and it wouldn't matter if tens of thousands of people came at him; they would all be cannon fodder.

There was only one possibility: after awakening the Rinnegan and familiarizing himself with its abilities, Madara chose to focus on developing the gravity control of the Deva Path, one of the four fundamental forces.

In a cave somewhere, a battered Obito emerged from the Kamui dimension. He had returned to the mainland, to the Land of Rain. He had gone to the Land of Water after receiving a message from White Zetsu that the Mist Village was planning a collective rebellion. The Fourth Mizukage was usually an imposter played by a White Zetsu, who would absorb some of the Mizukage's and the Tailed Beast's chakra to issue orders. Obito only went over periodically to reinforce the Mangekyo's genjutsu.
He had originally thought it would be a situation like the Kaguya clan's demise, but he hadn't expected a full-scale rebellion. Fine, he had thought. I'll just control the Three-Tails and wipe out the entire Mist Village in one go.
However, Obito had grown complacent. He never anticipated that Mei Terumi and her faction had hired outside help, an ally who knew his abilities inside and out. And he had arrogantly tried to suck Uchiha Nagi into his Kamui dimension.
His Kamui was more like a key that opened a door to another dimension. The powerful suction that followed could trap even Kage-level powerhouses, because the suction came from the Kamui dimension itself. That was why he had tried to suck in Minato Namikaze, and why he had tried to suck in Konan.
In the end, Uchiha Nagi, who knew Obito's abilities, had used Konan's trick to defeat him. Unfortunately for Nagi, Obito had a spare three-tomoe Sharingan transplanted under his mask. He had activated Izanagi in time.
"My, my, how did Obito lose an eye? Did you use Izanagi? What does death feel like? Is it better or worse than the feeling of taking a dump?"
A white figure emerged from the ground. This was Tobi, one of the White Zetsu who was always curious about what it felt like to defecate. He was the most unique of all the White Zetsu, aside from the original. He could attach himself to a host, becoming a biological suit of armor that enhanced their combat power.
"Hmph. This time was an accident. I never expected him to know my secrets. This is the second time," Obito frowned. Besides Black and White Zetsu, no one knew about his Kamui ability. How on earth did Uchiha Nagi know? To say that Nagi didn't know his secrets, Obito wouldn't believe it if you killed him. The first time, Nagi had cut off his arm. The second time, he had burned him to death.
Thinking of this, Obito looked suspiciously at Black and White Zetsu. Could they have leaked his abilities to Uchiha Nagi?
"Obito? You don't suspect me, do you? But I'm completely devoted to you! Waaaaah!" Tobi immediately started to cry.
Black Zetsu spoke slowly in his raspy voice. "Obito, no one would have leaked your information. And on the night of the massacre, Uchiha Nagi's strength was negligible. He had no value."
Obito relaxed slightly. "I'm not suspecting you. I just can't figure out how he could know my abilities without ever having met me before. Each time, he's been able to target my weaknesses."
If he hadn't had a spare three-tomoe Sharingan this time, he would have died. After reviving with Izanagi in the Kamui dimension, Obito had left. Since his opponent knew his secrets, it was pointless to stay and fight. He had more important things to do. Just like when he had faced Minato Namikaze, he had chickened out.
Obito touched his stomach. The seal his teacher had left on him had been with him his entire life. Fortunately, while the Flying Thunder God: Second Step couldn't be removed, it could be sealed. The cure-all of sealing jutsu solved everything.
"I will find a way to kill him. If he is not eliminated, he will always be a hidden danger. I cannot allow any accidents to jeopardize the Infinite Tsukuyomi plan," Obito said with a dark expression.
"But, Obito, it seems Nagato is interested in recruiting him into the Akatsuki. Besides sending Kakuzu to find him, he also asked me to report any news about him at any time," Tobi said, scratching his head.
