The Detention Center was situated on one corner of the city, surrounded by industrial zones on three sides, and the LA coastline provided a natural barrier on the fourth.
It allowed minimal civilian exposure, while still keeping the facility accessible to an urban area for emergency evacuations and help.
Roughly, it was as large as an international airport.
The entire facility was divided into three circular zones.
The innermost zone, housing all the Villains, was the core part of the Detention Center.
At the center of this zone, there was a massive tower, from which the Warden could access and control the entire facility. Needless to say, this tower was the most secure part of the Detention Center… even better than the Villains' cells themselves.
Speaking of Villains, they were categorized by the nature of their Quirks — Physical, Mental, Spatial, Energy-based, etc.
Long building blocks were running radially from the Central Tower, reaching to a circular wall, marking the boundary of the innermost zone.
These blocks housed all the cells, holding the Villains.
The closer a Cell within a building block to the Central Tower, the mightier its security. The Villains in these Deep Cells were labeled as S-Class Villains.
Similarly, the closer a Cell was to the Boundary Wall, the lesser the security, given that these Shallow Cells held ordinary Villains.
Beyond this was the Middle Zone, marked by a higher Boundary Wall.
This zone was the smallest in comparison and was used for processing, visitation, medical, legal, and quarantine purposes.
Then came the largest part of the Detention Center — The Outer Zone, with a Boundary Wall twice as high as the middle one.
This boundary wall itself was layered with electrified fences, along with Quirk Sensors.
No one with active Quirk Factors, marking the presence of a Quirk, could go beyond this Wall without letting the guards know about it.
The Outer Zone had a web of patrol roads and watchtowers, placed every 200 meters radially inward and in concentric circles.
With such a big facility, equipped with high-tech machines and security systems, the need to hire Heroes as staff became less.
Still, a contingent of Heroes from various Hero Agencies across the State of California remained stationed in the Outer Zone.
Along with Heroes' residences, it also housed the Administrative Staff, Vehicle Depots, Maintenance Buildings, Helipads, and Air-Defense Grids.
Not to mention, the entire space above the facility was a No-Fly Zone — for everyone.
Along with human personnel, the Detention Center also had a massive presence of Spider-like AI drones on the ground and Dragonfly-like aerial drones. All drones were equipped to take down the strongest of Villains, with cameras that could capture a scene in many spectrums.
Forget extracting a prisoner, even infiltrating this facility was … impossible.
Or so was the conclusion Iwao Oguro came to when Dr. Blessed briefed them about the LA Villains Detention Center.
Being an experienced Hero himself in his prime, Iwao knew just how secure these kinds of facilities were.
The moment he had heard about the Leader mentioning getting Dr. Sam out of this prison, he had doomed it as a failure.
According to Iwao, Dr. Blessed might not be truly going after Sam, not if he meant to do it tonight.
Perhaps, by successfully infiltrating the Detention Center, the Leader was looking to spread the Organization's name?
That had made more sense to Iwao… right until he arrived here, in Los Angeles, and stood next to Dr. Blessed.
No.
He had not been joking about it.
This guy — this fanatic — indeed meant to go through with this.
Standing on the wide edge of an over-hundred-foot-tall chimney, the trio of Apostles of Mr. Fool eyed the distance gathering of lights, representing the LA Villains Detention Center.
There was still a gap of over a mile between their location and the Boundary Wall of the Outer Zone.
But this gap was only there to fool the Villains, giving them a false sense of security.
Instead, the true surveillance had already begun… from the spot where they were standing, as clear by the body of a security guard lying next to Dr. Blessed, with a sniper next to him.
Using Descorrer, they had appeared right next to this post, taking the security guard by surprise.
The overall layout of the LA Villains Detention Center was still known to the public.
However, to truly extract a man out of the jaws of this beast, they needed to know more — Everything.
Flanked by Iron Mentor and Trick*Step, both wearing their long coats and black, clown-like masks, Dr. Blessed nodded to himself.
Then, he crouched on top of the security guard, placing his head on the man's head.
Conspicuously, as he snapped his fingers, activating the High Complexity Memory Manipulation Quirk, a thin, black tendril left his mask and touched the same spot.
After a while, Dr. Blessed stood up, canceling the Quirk.
"There are two biggest roadblocks in front of us," Dr. Blessed explained. "First — The Quirk Suppression Drug. All security guards, drones, and even hidden mechanisms are equipped with syringes that can suppress Quirk Factors instantly. Once struck, it's game over… I hope they don't allot me to the S-Class category, then. I am not that strong…"
Realizing Iwao and Kazuho's mouths hanging low at the joke, Luke coughed, deciding not to lampoon for some time.
"The Second roadblock is the Spatial Barrier against all Teleportation-type Quirks," Dr. Blessed continued. "The moment sensors pick up on any spatial distortion, the entire facility goes into a lockdown. Even Descorrer will not work, then."
Kazuho gulped, already having second thoughts.
"Do we really need this man?" Iwao asked, already knowing the answer.
Dr. Blessed nodded. "Dr. Sam will be a great asset against All For One's Nomus and Stain's peculiarities," he told them. "Other than Dr. David, who might never be willing to help us voluntarily, our best chance is Sam only. The coming War will be on a much grander scale. Every advantage must be earned… before the beginning of that war."
Taking a deep breath, Iwao nodded. "So, how are we going to pull this off?"
Dr. Blessed remained silent for a moment. "We have two ways," he said. "One — Swift Infiltration, Swifter Extraction. It involves… explosions… devastation… loss of life, perhaps?
"Second — Stealthy Infiltration, Stealthier Extraction. Control is the key in this one, but… the chances of getting caught are higher as well. You decide…"
"Second," Iwao and Kazuho said together.
The trio smiled as Dr. Blessed nodded. "Alright, then here's the plan…"
