"Garrett, who gave the order to bomb Skull Island?"
Because nearly all information within Hydra is interconnected, it didn't take long for other Hydra executives to learn that Garrett had authorized the bombing.
The moment the news of Garrett's action reached them, the Hydra high-ranking officials were furious. At such a critical time, no matter how many superhumans they had, it was already too late—and Garrett had openly provoked them.
Under Malik's leadership, the Hydra senior executives immediately convened a high-level meeting, hoping to stop Garrett from challenging Superman at this crucial moment.
"Steve has taken the Zola algorithm USB to Skull Island."
Without waiting for anyone else to speak, Garrett reported this information as the meeting began. Upon hearing it, all Hydra executives attending via video call fell silent.
As senior members of Hydra, everyone knew exactly what Zola's algorithm was. In fact, the algorithm was the key to their "Insight Plan." It could predict, based on biological behavior, the potential threat a being might pose to Hydra.
If the threat level was low, it could be ignored. If the threat was high, it had to be neutralized immediately.
Take Superman, for instance. If the Insight Plan had existed more than twenty years ago, before Superman even arrived on Earth, Hydra could have eliminated him in his larval form the moment he arrived. In that case, the Superman who now posed a massive threat to Hydra would never have appeared. That's the true power of the Insight Plan.
So, for the current Hydra, even if these three spacecraft couldn't take off, it wasn't as dangerous as letting anyone learn about Zola's algorithm.
After all, even if these three spacecraft couldn't fly, Hydra—having all the schematics—could easily build their own ships in secret. But if people discovered the truth behind the Insight Plan, they'd realize that Zola's algorithm was being used to identify threats. As long as Superman and others remained, Hydra's space carriers were almost guaranteed never to appear in the sky.
No one could say for certain if Superman's aerial combat abilities were at their peak, but he was certainly far beyond anyone else. Iron Man ranked second. As for Thor, according to Hydra intelligence, he rarely visited Earth, so he didn't count.
Thus, when Hydra learned that Steve had taken the USB containing Zola's algorithm to Skull Island, all the senior executives fell silent. Although they didn't fully agree with Garrett's decision, at that moment, there was no better alternative.
After all, if they couldn't destroy Skull Island before the USB was fully decoded, their plans would fail as soon as the information was revealed—especially since the weapons specifically prepared to counter Superman were not yet ready. They simply couldn't match him.
Therefore, if even SHIELD or the three completed space carriers could be used to secure Zola's algorithm, many Hydra executives considered it a fair trade.
Seeing no one speak up, Malik took the initiative: "Now, raise your hand if you support Garrett."
Malik raised his own hand first, knowing the other Hydra executives wouldn't want to assume responsibility. Even after the Red Skull disappeared, Hydra remained Hydra—but in reality, it had become a council of nine serpents, an organization composed of its upper echelon, each with their own agenda.
For instance, Alexander Pierce, while still at SHIELD, had a somewhat antagonistic relationship with John Garrett. Though their ultimate goal was Hydra, they had different origins and pursued different objectives.
Malik had his own plan: to control the world through Hydra, becoming the ruler of Earth—or simply, the Emperor.
Thus, Malik fully supported the Insight Plan. If it succeeded, it would significantly aid his goal of global domination and help eliminate many potential or future threats.
"I support it."
"I support it too."
"I also support it."
Seeing Malik raise his hand first, the other Hydra executives followed suit.
"Since everyone agrees, this meeting is adjourned."
After the meeting, Malik looked at Garrett. "Be careful."
Malik knew that once Garrett launched missiles at Skull Island, SHIELD could face catastrophic consequences, and Garrett himself might not survive.
Yet directing Superman's actions against SHIELD wasn't necessarily a bad thing. At least once SHIELD was destroyed, the world would recognize Superman's threat and instability.
After all, if Superman could destroy SHIELD, an organization under the World Security Council, it was likely only a matter of time before he challenged a nation's government. Those who feared his power might go to any lengths to confront him.
For Hydra, this was actually good news. Malik didn't believe Superman could peacefully remain on Earth in the face of a global crusade. Replacing Superman with SHIELD would not have been a wise move.
Consequently, after the Hydra meeting, SHIELD fighter jets received no further orders and continued their assault on Skull Island as before.
"This is a Quinjet," Natasha said, recognizing the aircraft from the satellite images projected by Stark.
"Leave them to me. You head to New Jersey first."
With that, Clark opened a portal and flew out, arriving above Skull Island.
