Ars went to meet Gluppy and Pecillia.
He got to Tom's house, but unlike what he expected, he couldn't find them, so he tried to localize them with his observation haki, and after a few seconds he managed to find them.
They were swimming in the river. Ars approached and tried calling them loudly.
"Gluppy, Pecillia if one of you hears me, come to the shore, we need to talk."
He wasn't sure if they had heard him, but his doubts were quickly dispelled when they arrived soon after.
Their faces showed a bit of fear, not because they feared him like before but because they feared the reason they were called.
Gluppy, the mother quickly asked Ars.
"Did we do something that displeases your majesty? If we did, we apologize, but please don't kick us out of this place, this is almost a paradise for us."
Ars showed a confused expression, what were they talking about? He couldn't help but question them about it.
"What did you do, to think that?"
Gluppy explained swiftly, like she was afraid that delaying the answer would make it worse.
"I don't think so, but for your majesty to come in person, i can't think of any other reason…"
Ars showed a strange smile, he was feeling pity towards this mermaid, how bad was her past that her mind would go directly to the worst option… When she saw that face, she quickly identified what he was feeling and that made her even more nervous.
"Your majesty, please… I don't know what we did wrong, but…"
Ars interrupted her and patted her head, before consoling her.
"You don't need to worry. You didn't do anything wrong, and I'm not here to kick you out, so you can calm down, ok?"
After listening to what Ars had said, both of them visibly relaxed, especially the mother.
Ars seeing them relax, smiled warmly and explained.
"Not sure exactly when you made a written request to me. But I wasn't available until now, so, the moment I saw it, I came here. By the way, what were you doing in the lake, at this time, is pretty much night."
When Gluppy heard that, she finally let go of her worries, she looked at Ars and asked with an embarrassed smile.
"Can we go in the house, Tom is waiting for us."
Ars nodded, and they went back into the water, surprising Ars, but he went to Tom's house, and they were already there. Tom had made an area, where the 2 mermaids could go directly into the water and out of it, without leaving the house using the front door.
Tom was surprised when he saw Ars at this time of the day. Curious, he asked about it.
"Welcome back your majesty, didn't see you during the last few days. And is everything alright? I didn't expect you at this time of the day."
Ars smiled at him before answering.
"Thanks, I was improving myself. And I'm here because of a request from Gluppy. Am nobody expecting the Spanish inquisition!"
Tom looked at her confused by what Ars had said. And she quickly explained to him what happened, leaving the parts she herself didn't understand out.
"I made a request to send a letter to fishman island, to inform the people i know there, that we are doing fine, and that they shouldn't worry. Pretty much informing friends and family that we are doing well."
Tom nodded and realized why Ars was here. While the request sounded simple, it was anything but.
Ars smiled awkwardly and said calmly.
"While I explain the situation, you guys can eat, I already had my dinner."
They nodded and started preparing their meal.
Ars started promptly, while they were moving around.
"First, I would like to say and confirm something. Mermaids can talk to fish right?"
They all nodded, so Ars asked curiously.
"Then, why not use the fish to send the message?"
Gluppy quickly explained.
"I haven't met any fish that can do such a long trip nearby, maybe i didn't search properly but until now I didn't get any luck finding a fish capable of sending the message."
Ars nodded, and then explained the problem to her.
"In my case, I don't think we can send a letter to fishman island currently… I would like to be able to help, but in the surrounding waters, the only people that might go there that I know of, are the pirates, and honestly, most pirates aren't the most trustworthy individuals."
They all nodded. Their best option was merchants, but Ars wasn't informed about merchants that went to fishman island to do business, in the surrounding area.
Ars suggested calmly.
"Since you are recovered and merfolk are considered the fastest swimmers on the sea, why not go yourself?"
She shook her head before explaining.
"I could, but I'm afraid of not surviving the trip. Yes if i stay on the bottom of the ocean, pirates can't catch me but there are other dangers."
Ars thought about it, if he had the fuwa fuwa no mi combined with his ability to control weather, and his new ability to control wind he could quickly make the trip, but… That wasn't the case. Ars didn't realize it, he was not thinking properly, he had forgotten he had wings and could fly, since he never did it before, he could directly go over the calm belt to Sabaody.
So he only thought of the normal way there, and in that case it could indeed take a few months.
Ars could only promise to try to find someone that was going to fishman island, or that could travel to it and come back.
Ars also had the option to create a fishman or a merfolk using his laboratory, but that would require someone who wanted to change races willingly, because he wouldn't force anyone. And that option wasn't very viable since most people would prefer to stay the same race.
Maybe if Ars could create a transformation like in the zoan cases, where one could transform at will. In that case Ars could see a lot of people lining up for the transformation skill and the abilities that came with it.
For now, he felt sorry for her, but he didn't want to go over that yet.
He said his goodbyes and went home to his queens.
They spoke for a while, before going to the bedrooms.
The next day Rook departed to get more people for the kingdom, and it didn't take long before returning.
It didn't take long for him to depart again, now with far more ships.
The ships that the kingdom had were all small either fishing boats, or ships that accommodated between 50 to 80 people on average, with the biggest one having a maximum capacity of around 100.
A few days later, Rook returned with a bit over a thousand of people. He decided it would be better to meet Ars and warn him of the amount of people who would be coming.
He searched the palace first, but since he didn't find him he asked one of the maids.
"Sorry, do you know where your majesty might be?"
The maid kindly answered.
"He just left to go warm up and train, he should be going to the field first."
"Thank you."
Rook left for the training field, there, Ars was already training by the time he arrived.
Rook signaled him he needed to talk with him, so Ars approached swiftly.
Rook was a bit curious about how fast Ars did the laps, he knew that he just barely arrived, so he asked about it.
"Your majesty, how many laps have you already finished?"
Ars looked at him confused but answered with a joke.
"The amount is the answer to the Ultimate Question of Life."
Now it was Rook's turn to be confused.
"Ok… I have no idea what you mean or what that number is… But that is the answer… So, what is the question?"
Ars grinned before answering innocently.
"Well the answer is 42… But I have no idea what the question is, I kinda forgot about it."
Rook was confused and speechless, Ars knew the answer but dinnnnt knnnnow the question… He decided to ignore it and talk with Ars about what he came here to talk about.
"Your majesty, I came here to inform you of a very large amount of population coming to live here on the island."
Ars raised his eyebrows, curious for the reason Rook needed to inform him of more people arriving, after all, they were making efforts going around with the intention of recruiting people to work and live on the island.
Rook saw his confusion, so he decided to clarify.
"The amount of people incoming is over 30000, so it will be a very large amount, so i thought it was better to inform you, to prepare for such a large amount."
Ars eyes shone and then commented calmly.
"So it might be time to start using the new planet and create a new city there."
Rook was surprised, he knew they would be using the new planet soon enough, but he didn't expect it to be because of population this soon, there was still a huge amount of space on this island.
Most kingdoms would have at the very least 100000, and they were barely over 10% of it, so Rook was thinking if such a rush was needed.
Ars could more or less see what was going in Rook's mind, so he quickly explained.
"So you know how most of the houses in the kingdom are considered incomplete?"
Rook nodded, and let Ars keep going.
"The houses will start being completed soon, and I intend on working with some people good at mechanics to build a machine capable of producing energy or something capable of creating light, and that energy will be usable by everyone in the kingdom, to light the buildings, the houses and the streets."
He stopped but then added a bit more.
"I already talked with Oak and Tom, and they are also very excited about this project. It will be this machine or something in general, that can absorb light during the day and emit light during the night. You can think of it as a Luminescent or Bioluminescent type of materials, we already have a few samples, from rare rocks to plants, that are capable of doing so."
He hesitated but then explained why they haven't introduced them to everyone yet.
"Our problem is that some are too strong, some are too weak, so we are still trying to figure out how to do it, but we are inclined to use a mixture of both."
Rook nodded, his eyes shone while he imagined the possibilities, then he commented.
"That sounds amazing!"
But then he questioned, confused.
"But what does that have to do with the houses and the incoming people?"
Ars finally explained it quite directly.
"Well the houses might have to be reworked extensively, because of this and the plumbing system that is already finished but not installed. About the people and the city on the other side, it's quite simple, with that large amount of people, it's very easy to start a small city on the other side without compromising this side."
Rook finally got it, and he couldn't help but comment about it.
"So basically, the complete official houses are being delayed because the kingdom will need to rework them, and the number of people makes it convenient to create the new city on the other side. And to finish bringing everyone this year we might need more boats!"
Ars nodded. Then he thought about it, and added.
"We will send some people that already are very good at their work to help lead the construction of the new city, and a group of soldiers to keep everyone safe, then for the first time we will match the time flow rate to be the same. And about the ships, just borrow a few from some pirates, pretty sure they will be more than willing to help!"
Rook nodded, but then he questioned Ars.
"Could that new city be an extension of this one, since they are quite literally a step away using the machine? And you mean to rob the pirates right?"
Ars thought about it and nodded.
"Yes and i will give you a list of pirates that are operating in surrounding waters that i more or less know the location of thanks to the newspaper."
Rook talked with Ars a bit more and after a while he went back to his mission.
Time went by and after several months Rook finally managed to finish bringing everyone, with the contribution of a few pirates crews.
At first, when people heard they would be going to a new place on a new planet to create a new city, they were nervous and confused, but they calmed down once they realized that people that would help them would come along, and they would have access to provisions while being protected.
When they heard that Ars was the one who created the new planet, their reaction was to ask Ars.
'Are you a god?'
Ars quickly denied it, but they insisted.
'Only a god could create a new planet.'
Ars tried to explain but they decided to ignore Ars' explanation, much to Ars' frustration.
