Chapter 29 - Earth Governments Policies

Acting Sect Leader Maximus Radcliffe

It took more than two hours before Maximus is done debriefing the two disciples who have had their living body back on Earth recently "deceased". Now that the easy part is over, he will have to tie up all the loose ends that will soon follows. At the top of his to do list, he can't have the other disciples who will soon be attending these two disciples' funeral or has been notified of their "passing" going around making a big hoo-ha about the fact that these two recently "deceased" disciples are alive and kicking within .

To safeguard the secret, the sect will have to tracked down every single affected players and revealing the truth to them. The leadership council has already agreed in advance to reveal the truth to some disciples the moment one their disciples physical body back on Earth ended up dead. However, there is always a price to be paid for privileged information. Each disciple that has learnt the truth behind will be compelled to sign an additional contract making sure they can't go around blabbering such sensitive information to the general public. At the current growth trajectory on Eldorin, the leadership council believe it will take at least another four or five Earth years of development before the entire Earth is ready to learn that is actually a conduit to the cultivation world.

Now that the cat is out of the bag, it is also time for the sect to initiate contact with Earth's governments. Local politics has always been a delicate business and the sect never had a fixed policy or guidelines in place. Based on past practices, all negotiations will be left to the local branch manager assigned to an area. However, the same arrangement can't be applied to Earth since the sect won't have any physical presence there. On the contrary, it will be Earth governments that will be setting up embassies on Eldorin if this situation was encountered more than two thousand years ago when Immortal Ascension Pavillion was at its peak. The disaster that has struck the sect has forced its top leadership council to throw the old security rulebook out of the window. Now that Eldorin is the sect's most important sanctuary to recover from it current predicament and any future disaster, there is no way the sect will tolerate the presence of outsiders on Eldorin.

One might ask, what outsiders? Everyone that has been brought over from Earth have to join as a disciple of Immortal Ascension Pavillion. However, past experience has without fail proven that humanity doesn't like their freedom of choice being taken away from them. Moreover, the governments on Earth, especially the superpowers will not be able to stand the fact that they need to stay subservient to the sect permanently. It will just be a matter of time before rebellion fester and such a development is not in the sect's best interest.

Choice is one interesting universal truth. In the cultivation world, all weaker countries have to seek the protection of a stronger entity to survive. The cultivation world is a true law of the jungle where the weak gets devoured by a stronger entity. In such a case, what's the harm if all the countries on Earth falls under the purview of the sect? The sect could give all the countries on Earth the best treatment a dependent can get in the cultivation world, but there will still be some governments that will choose to rebel simply because they weren't given a choice. 

In any case, Maximus is sure all governments will be willing to play ball with negotiation highly skewed in the sect's favor. Minus some oddball, who will begrudge the chance to live longer? Access to will suddenly give those who will soon passed away due to old age, with terminal illness a second chance at life. It will also be a true life insurance for those ended up prematurely dead like Lin Fu and Li Yong. The leadership council has already came up with a plan where the speed towards regaining sovereignty will be fully dependent on each respective government's effort. 

Aside from Eldorin, the sect still has in its possession more than ten other minor worlds it is willing to relinquish. Each governments' sovereignty will be returned to them the moment they have successfully relocated out of Eldorin. There are a few catches to this arrangement though. For one, the governments on Earth will have to share these minor worlds since there is no way the sect will be able to come up with more than two hundred over minor worlds for the exclusive resettlement of each country. Off course, Maximus will make sure any of the superpowers on Earth or countries with a history of deadly border conflict not sharing the same minor world. The bickering back on Earth is bad enough as it is and highly unhealthy, he hopes those unhealthy rivalry can be channeled into a more positive form of competition when everyone has been kept apart in different worlds.

Another catch is these minor worlds are quite barren even by the lower realm standard, not exactly ideal ground to build a thriving cultivation society. Each of these minor worlds hare even poorer cultivation resources than the country his Earthling disciples have just invaded. It will take the new colonizers of these minor worlds millennia of effort to improves its cultivation environment. 

As for the rest, Maximus will be delegating whatever he can to his entourage of staffs to deal with Earth's governments. Such interactions have always been a delicate business and a total pain in the ass. The allocation of disciple slots will be the first of many such talks. Although he would like to treat all countries equally, the limited disciple slots mean that he will have to do what is best for the sect. Countries with a larger population size and economic prowess, especially the superpowers will be getting more disciple slots that other smaller countries. For countries that will be getting less disciple slots, these countries will have to learn how come together and pool their resources. Any chance of the smaller countries getting ahead of the superpowers will be either slim to none if they don't do so. The Olympic games is a close example of such a disparity in performance. Most of the medals are usually won by a handful of countries only.

The sect is also trying to send another message with the unequal distribution of disciple slots. Equality is a delusion and a dangerous mindset all countries on Earth need to wake up from. Everyone is born not being equal in life. If there is such a thing as equality, Earthlings should only have cultivation talent that is similar to the rest of the cultivation world where more than ninety percent of the population should only have grade eight and grade nine talents. But instead, Earthlings are so blessed in cultivation talent that even the worse of them possess a grade seven talent. It was a total outlier in comparison to the rest of the cultivation world. 

The law of the world works in mysterious ways but it is always fair in the grand scheme of things. You gain some when you lose some. Any unfair relationship will only collapse in the long run. As an orthodox merchant sect, what the Immortal Ascension Sect can guarantee is fairness. As long as a disciple is willing to put in the effort, the sect will compensate them accordingly. This is one of the guarantee where a more hardworking cultivator with inferior talent will sooner or later surpass a lazy cultivator with greater talent. Similarly, smaller countries still have a chance to surpass the superpowers when given a fair playing field (as long as they play all their cards right). Truth be told, pulling such a stun is easier said than done since the superpowers wouldn't be sitting on their laurel.

Now that the governments on Earth will be getting involved in , the sect will no longer need to keep such a low profile. Before Maximus can actively promote , there needs to be a clear distinction between the disciple slots directly under the sect's own management and the disciple slots given to the countries. Immortal Ascension Pavillion is not a charitable organization. There is no way the sect will generously return all the disciples it has successfully recruited back to their countries. From now own, all disciple slots under the sect will be part of the while the disciple slots managed by the countries will fall under the .
