Inside the secret Base of HYDRA.
The lights in the conference room were slightly dim. Monitoring screens on the wall flickered constantly, displaying various collected alien technology data and surveillance footage of the Avengers. Alexander Pierce stood in the center of the room, hands clasped behind his back, watching the data. His eyes were cold and steady, as if he controlled everything.
"We cannot waste this opportunity," Pierce said coldly, his gaze sweeping over the subordinates present, his voice carrying unquestionable authority.
Crossbones Brock Rumlow stood to the side with a mocking smile. "The alien invasion left behind quite a few things. The S.H.I.E.L.D. agents are still busy cleaning up the mess. We can use this time to integrate these technologies into our system."
Pierce nodded, his gaze falling on a screen displaying the project progress chart for the Insight Project. He raised an eyebrow slightly. "Rumlow, your task is to speed up the technology collection and ensure we gain an absolute advantage within S.H.I.E.L.D."
A cold light flashed in Rumlow's eyes, and he nodded in response. "Yes, Director. As for the 'Avengers', we have already collected some of their combat data and personal life information." As he spoke, he took a document from his pocket and handed it to Pierce.
Pierce flipped through the document, a flicker of almost imperceptible satisfaction in his eyes. "Very good. The Avengers are S.H.I.E.L.D.'s new darlings. Their power cannot be underestimated, but no matter how strong mortals are, they are merely pieces on a chessboard."
Another high-ranking HYDRA member, sitting by the conference table, asked in a low voice, "Director, do we need to formulate specific countermeasures against these Avengers? Especially that fellow named Dominic. His abilities seem to have no clear limit, and he might be harder to deal with than we imagined."
Pierce scoffed coldly, his tone dismissive. "He is merely an overhyped hero. No matter how strong his power is, he is still just a tool of S.H.I.E.L.D. And tools can be controlled."
Rumlow smiled, a hint of provocation in his tone. "We can use his high profile to appropriately create some 'incidents' to attract his attention and lure him into the traps we've designed."
Pierce nodded with satisfaction, a cold light in his eyes. "Very good. What about the others in the Avengers? We need to understand their characteristics thoroughly. For example, Iron Man Tony Stark. This fellow is a restless tech fanatic. Find a way to make him notice some 'unknown technology', and perhaps he will unknowingly fall into the net we have carefully prepared for him."
Rumlow nodded, a playful look in his eyes. "Tony Stark is a smart man, but his arrogance often makes him overlook subtle details. As long as we give him enough clues, he will walk right into our hands."
Pierce smiled with satisfaction, his gaze falling on the image of Captain America Steve Rogers on the screen. "As for Rogers... he's a difficult idealist to deal with, but his excessive righteousness is our opportunity. Make him doubt S.H.I.E.L.D.'s morals and justice, guide him to question internal motives, and perhaps he will voluntarily leave S.H.I.E.L.D. without us having to lift a finger."
Rumlow showed a disdainful smile and interjected, "If he catches on to our plan, he'll probably just charge in shouting 'Freedom'."
Pierce let out a cold snort, looking contemptuously at Captain America on the screen. "Rogers' outdated concept of 'Freedom' is completely inapplicable to the modern World. If he dares to question S.H.I.E.L.D., he will fall right into our trap. Isolate him, leave him nowhere to go." Pierce paused, his gaze shifting to the images of the other Avengers.
"And Bruce Banner," Pierce said thoughtfully, looking at the screen showing Banner transforming into the Hulk. "His power is indeed unsettling, but he is also a psychologically unstable factor. We can exploit his emotions and turn him into an uncontrollable weapon. If necessary, we can create scenes that trigger his anger, turning him into a destroyer who attacks indiscriminately."
Rumlow grinned, sneering, "That's a really good idea. An uncontrollable Hulk would be an invaluable resource for us. While destroying targets, he will also distract our enemies."
Pierce nodded and continued, "As for Romanoff and Barton, these two have a higher loyalty to S.H.I.E.L.D. Especially Romanoff, her past is crystal clear in the information we hold. Appropriately leak this dark history, or fabricate more 'evidence', to turn her loyalty into a burden for her."
A nearby HYDRA member added, "The relationship between Romanoff and Barton can also be exploited. Make them suspect each other, and gradually erode their trust through infiltration. The more unstable S.H.I.E.L.D. is internally, the more advantageous it is for us."

"The Avengers, governments of various countries, and even enemies within our own HYDRA will be under our control. We will no longer need any compromises. With a single command, we can eliminate any threat."
Rumlow nodded with satisfaction, his expression filled with fanatical anticipation for the future. "Once the Insight Project is activated, our enemies will have nowhere to hide. Everyone will be under HYDRA's control."
"Exactly," Pierce said in a low voice, his tone carrying unquestionable ruthlessness. "Now, begin operations immediately. Ensure that HYDRA's power remains completely hidden within S.H.I.E.L.D., waiting for the moment the Insight Project is activated."
As the meeting concluded, the screens gradually dimmed. The figures of Pierce, Rumlow, and the other HYDRA members disappeared into the shadows, leaving the room with cold determination. HYDRA's conspiracy gradually cast a pall over S.H.I.E.L.D.
