Their target was the location of the Lizard Monster and Spider-Man's fight within the Osborn Building.

Eddie thought to himself, feeling that Anton would never find an editor as dedicated as he was.

It wasn't that he didn't want to hand over the Lizard; it was purely because the police didn't understand the Lizard and lacked the means to restrain him.
With the Lizard's abilities, escaping from a police jail after growing back its limbs would be easy.
The Lizard needed to be turned back into Connors; only then would this matter be considered finished.
That is to say, Anton could hand Connors over to the police, but not the Lizard.

Besides the police, who were the first to receive the news, everyone in the Manhattan area, particularly those near the Manhattan Bridge and the Osborn Building, gazed upwards at the Batmobile streaking across the sky, their faces alight with excitement.
"Batman!"
"Go, Batman! We love you!"
A group of fervent fans cheered towards the sky.
Most of them were burly men.
Of course, there were also girls present, but their high-pitched screams of excitement were completely drowned out by the men's enthusiasm.
