This is Water 7, an island in the first half of the Grand Line.
Water 7 is a very prosperous water city, and its waterways are quite complex. In addition to transport on the flat surface, there are also waterways extending downwards from the higher parts of Water 7.
Eight hundred years ago, a battleship named "Pluton" was built by the island's shipwrights.
Local residents of Water 7 raise a creature called a "Bull" (translated as "Sea Cow" in Taiwan) as a means of water transportation. In addition to its use for water transport, Bulls have strong carrying capacity and can also be used to assist with moving.
The rental fee for a small Bull with a double seat is one thousand Berries. The urban areas in the sewers are their ultimate destination.
Because Water 7 is hit by a massive tsunami called "Aqua Laguna" (Water Gods) every year, which engulfs the entire city, local residents pay special attention to weather reports concerning the Water Gods.
This is to allow for disaster preparedness before the "Water Gods" arrive in Water 7, and the island also provides temporary shelters for its citizens.
Furthermore, after the "Water Gods" strike Water 7, they leave behind high concentrations of sea salt on the eaves of houses, which local residents also use to cook their meals.
The local specialty is "Water Water Meat," which is also a favorite food of Sea Cows. After Straw Hat Luffy ate Water Water Meat, he even described its texture as incredibly tender and delicious.
Water 7 hosts a Mask Carnival on specific dates, during which residents wear masks and dress up.
Because Straw Hat Luffy and his crew arrived in Water 7 during the Mask Carnival, Chopper, who was walking around in his human form, was mistaken for a human in carnival attire.

Galley-La Company Headquarters
The residence of Mayor Iceburg, the largest and most secure home on the island. The Straw Hat and CP9 once engaged in a fierce battle here. It was burned down by CP9 after their assassination attempt on Iceburg concluded.

The best dock of the Galley-La Company.
Shift Station
A Sea Train station located on the sea, with Kokoro as the stationmaster. Outsiders and local residents can take the Sea Train from here to "Spring Queen Town" St. Poplar or "Gourmet City" Puki.
Junk Island
Formed by hundreds of discarded ships, it was once the location of Tom's (Franky's master) Shipwright Company. Franky used to build the "Franky Battle Ship" here, but it has since sunk with the subsidence of its foundation.
Water 7 Elevator
By controlling the rise and fall of large volumes of water at fixed intervals, it allows people using water transport to travel between different elevated areas of Water 7.
Galley-La Company
A large shipbuilding company led by Water 7 Mayor Iceburg, it owns multiple docks. The company's emblem is an anchor with "G.C." (abbreviation for Galley-La Company) written on it.

The most noteworthy aspects of Water 7 are Mayor Iceburg, his Galley-La Shipwright Company, and his foremen.
Iceburg serves as the Mayor of Water Seven and the president of Galley-La Company. He is also one of the apprentices of the legendary shipwright, Tom, and is deeply admired and worshipped by the citizens of Water Seven.
To prevent the blueprint for the ancient weapon "Pluton," which his master Tom entrusted to him, from falling into the hands of the World Government, Iceburg not only gave the blueprint to Franky but also spent 8 years merging all seven companies on Water Seven.
He also collaborated with the World Government, making Galley-La Company the World Government's exclusive shipbuilding company, preventing World Government officials from harming Iceburg.
In fact, Iceburg and Franky are about the same age. In their youth, he strongly disliked Franky. They had a falling out after the Enies Lobby attack 8 years ago (when Spandam framed the legendary shipwright Tom), but in reality, a strong bond exists between them.
Iceburg has completed two ships:

Iceburg originally had five major foremen under him: Rob Lucci, Kaku, Paulie, Peepley Lulu, and Tilestone.
Because Lucci and Kaku were CP9 undercover agents, they were dismissed after the Enies Lobby incident. Now, only three major foremen remain: Paulie, Lulu, and Tilestone.
Paulie is the head foreman of Dock One at Galley-La Shipwright Company, responsible for rigging and mast workers.
He was later promoted to Vice President of Galley-La Shipwright Company. He enjoys smoking cigars and is often chased by creditors due to his gambling habits. He is skilled at attacking opponents with ropes hidden on his body.
He reacts strongly to women wearing revealing clothing, calling Nami a "shameless woman." He regards Iceburg as his benefactor.
Peepley Lulu is another head foreman of Dock One at Galley-La Shipwright Company, responsible for pitching, forging, and pulley workers. His hair is often messy.
Tilestone is also one of the three major foremen of Dock One at Galley-La Shipwright Company, responsible for flags, corks, and sail tailoring workers. He possesses immense strength but is simple-minded. He has a "Shipwright" tattoo on his left chest, and his weapon is a battleship cannon.
Mayor Iceburg's residence was burned down during the Enies Lobby incident two years ago. Iceburg rebuilt the area after the Enies Lobby incident concluded.
At this moment, Iceburg was sitting in his mansion's office, thoughtfully holding an old newspaper.
"CP0 Lucci? It seems the World Government hasn't given up on the ancient weapon 'Pluton' yet."

The person who called Lucci was none other than Iceburg, the Mayor of Water 7. Iceburg was eager to verify the true reasons behind the battle between CP0 and the Akatsuki Organization at the time, in order to assess what kind of dangers it would bring to Water 7 or Galley-La Company.
Lucci and his group also anticipated the Akatsuki Organization's next move, which would likely be to head to Water 7. So, Lucci and his group used Iceburg's invitation to come to Water 7.
Upon arriving in Water 7, Lucci and his group did not go to see Iceburg. Instead, they used Blueno's old bar as a base to hide.
Lucci and his group were not ready to show themselves for now. They wanted to wait and see if the Akatsuki Organization would come to Water 7 as predicted before deciding on their next course of action.
Iceburg was also aware of Lucci and his group's arrival. Since Lucci was not showing himself yet, Iceburg was not in a hurry to meet him.
