Shadow Thief, a spy from a Hexagram Nation, possessed the ability to become intangible and teleport using shadows.
She was ordered by her country to infiltrate the Outsider's organization and seize opportunities to create chaos.
Black Bison, an Native American and a shaman of the Bison Cult.
He possessed a magic Scepter that could temporarily imbue inanimate objects with life, making them fight at his command.
Hyena, a poor man infected with lycanthropy; as the name suggests, he possessed the abilities of a hyena, and these abilities were enhanced. His original identity was no longer important; now he was merely a skilled anal eviscerator.
Multiplex, a metahuman born alongside Firestorm; however, while Firestorm was a fusion of Ronnie Raymond and Martin Stein, Multiplex gained the ability to create duplicates. He also possessed super strength, but was otherwise unremarkable.
