The problem with Richard is his pastime.

He is one who is content with his status as Rank 2 and has no desire to advance.
Supposedly, he barely passed his first and only Apotheosis.
There are many Leviathans like this, and several of them occupy the Ouroboros Sect.
It isn't a thing of shame to value one's life, and since he is a rather effective and incredibly competent Seeker, even at Rank 2, there have been no complaints or interest in the higher-ups regarding his advancement.
