So you naturally have to ascend to have more room and resources to grow. Unless you wanna rule over a Floor and not allow anyone to even come close to your level, So nobody ends up ascending.
You can do that, there isn't any punishment. But you want know why most of the Floors aren't being ruled over?, Because people want to grow. People dislike stagnation and unless you're born with that power, people who have reached that level have dreams that drive them foward. That's the entire reason they even reached that level.
So unless you somehow got lucky in someway that unintentionally made you a peak expert. Or like I said earlier you were already born with that power and don't have the drive one would need to achieve it. Chances are you aren't gonna stay in a lower realm for an extended period.
