All those who had attended the Chūnin Exams experienced a strange déjà vu—
seeing Akira once again walk onto a stage with a microphone.
But this time was different.
Akira was no longer a Jonin Uchiha.
He was the Sixth Hokage.
He reached the center of the stage, and under the full attention of the hall, spoke:
"Hello everyone.
You must already know me, but I will still introduce myself.
My name is Akira Uchiha, the Sixth Hokage of Konoha.
And it truly means something that all of you have attended today's conference—
or what I call the First World Summit."
"The reasons for today's conference are many,
and I believe the summit will last for several days.
Today is only the first."
"So let's begin with the first decision of the summit."
As soon as Akira said this, everyone stiffened, waiting.
They knew the structure of the entire ninja world rested in Akira's hands—
just as decades ago, Hashirama reshaped it.
Akira let the silence stretch, then declared:
"From now on, I, Akira Uchiha, Sixth Hokage of Konoha — disband Konoha.
Konoha is no longer a ninja village."

everyone waited for Akira to continue.

though unsure of his intent,
they trusted him.
After a moment, Akira continued:
"From now on, I form the Imperial CouncilofShinobi."
The hall understood his words, yet confusion echoed—
was this just a name change?
Akira pressed on:
"And I am the first leader of the Imperial Shinobi Council."
"As for what it is—
from now on, it is the governing body of our entire world.
From this moment forward, all land in the entire ninja world belongs to the Imperial Council of Shinobi."
It was as if a bomb detonated in the minds of every noble and daimyo present.
They were too shocked to speak—
and equally furious.
But the shinobi from other villages remained silent.
They knew one truth:
If they objected here, inside Konoha,
it was suicide.
Even without counting Akira—
Konoha fielded four to five Kage-level warriors in this hall:

(Orochimaru was not counted—no one even knew he was present, and he was a traitor anyway.)

To them, Akira was not just reforming—
he was taking everything they owned.
Hashirama's reforms did not strip nobility of their land;
they merely reorganized power.
Ninja worked for nobles before Hashirama,
and after Hashirama, ninja still worked for nobles.
But Akira was breaking that system entirely.
If he took their land today,
tomorrow he would take their treasure.
And after that?
Would nobles be forced to work like shinobi?
How would their sixteen wives be happy then?
Finally, a noble from the River country stood up and shouted:
"Sixth Hokage — know your limit!
You are just the military arm of the Fire Country!
If the Fire Country stops supplying you,
you are nothing but a stray dog—
and this whole Konoha will collapse!
Who are you to declare that the River Country
is now under your bullshit Imperial Shinobi Council?!
It was your honour that we Nobles attended your bullshit First World Summit.
Now know your place or all the other Ninja Villages will unite together to attack Konoha the next moment."
As soon as the noble of the River Country spoke, all the other wise nobles and Daimyo cheered secretly in their minds.
Yes, you did it. We will definitely send you a gift tomorrow.
The hero of our noble community has arrived.
Even though they were celebrating inside, outwardly they remained silent — as if Akira wasn't threatening to take their lands away, but merely raising a harmless topic for discussion.
They had experienced this same fear once before — back when Hashirama and Madara dominated an era. Back then too, they trembled at the possibility that Hashirama might seize their territories or authority.
Granted, Hashirama was naïve — but they were not naïve enough to assume everyone else would be like him.

…after Minato's death, it should logically have been someone else's turn to lead.
But the Fire Country's Daimyo still reinstated and approved the same Third Hokage instead of pushing for change — because it benefited them.
For thousands of years, the nobles' philosophy remained simple:
Let the ninja kill each other.
Those who don't fight will serve us.
Because if the ninja ever truly united, what could the nobles do against them? Develop ninjutsu? Compete in chakra warfare?
They lacked both the talent and the capability.
There were rare exceptions — like the priestess from the Demon Country and a handful of gifted nobles — but most were utterly powerless.
And so they understood one truth very clearly:
The hidden villages must continue fighting.
Ninjas must keep dying.
Only then would noble dominion survive.

As for the remaining two-thirds — they also wanted to raise their hands, but they at least possessed some instinct for survival.
Inwardly, they laughed at the fools who had raised their hands.
Meanwhile, the nobles who raised their hands mocked those who hadn't:
"Cowards — he is just a mere shinobi, an eleven-year-old brat."
Akira observed the count, nodded once, and then—
Chakra pressure surged out of him, flooding the entire auditorium.
Everyone present felt their bodies turn to lead.
And then, one by one, every noble who had raised their hand — along with their guards — exploded into blood mist.
The air turned thick with crimson vapour.
Only when they were all dead did Akira retract the pressure.

He had learned this technique from Senju clan ninjutsu book, Senju Tobirama once used chakra pressure to suppress Sasuke during the Fourth great Ninja war.
According to Akira, it resembled Conqueror's Haki — except this version could kill.
The auditorium fell into absolute silence.
Neither nobles nor shinobi dared to speak — many had narrowly escaped that fate.
Even Nagato remained frozen.
He already knew Akira was beyond him after witnessing the hole in the moon — but this display left him unsure of how vast that gap truly was.
The only thing Nagato understood was simple:
If Akira wished to kill him, he could.
As for the surviving nobles, they gasped for breath.
They were worse off than the ninjas present — every shinobi here had faced death, survived near-death, and taken lives.
But for these nobles, this was unimaginable.
Sure, they had heard vague news of a rogue shinobi killing a noble for revenge or gold — but those were distant rumors, rare exceptions.
Now, hundreds of nobles had died instantly, along with their guards.
And none of them dared to speak.
Akira, meanwhile, simply said:
"Well then, today's meeting ends here.
You all have one day. Tomorrow, we will discuss those who are present in the Imperial Council of Shinobi — and we will address its membership.
Well then everyone, goodbye for now."
With that, Akira left — without sparing a glance at the bloodstained floor or suffocating atmosphere.
