Lord Corwyn examined each revenue stream with characteristic attention, asking questions that revealed understanding far beyond what most nobles possessed. He understood profit margins, cash flow timing, reinvestment cycles—concepts that baffled lords who'd inherited wealth without comprehending its generation.

Lord Corwyn nodded, making notes in his private cipher. "What about the mining expansion from last year?"

"And they accept that price?"
"Eagerly. Word of the Battle of Crab Bay spread further than expected—our kill ratio against the Crabfeeder remnants became a recruiting tool itself. Lords want their soldiers trained by whoever achieved eight-to-one casualties."

"You manage wealth as competently as you build it," Harlan observed. "Most lords who acquire fortune quickly lose it equally quickly—spending on display rather than sustainability."
"Display doesn't survive dragonfire. Walls and soldiers do." I gathered the reviewed documents. "Send copies of the summary to Corlys—he appreciates transparency in our partnership. And prepare the quarterly report for Lord Strong's office."
"You still maintain correspondence with the Hand's office? Even under Otto?"
"The Hand receives economic reports because the Hand oversees Crownlands administration. That Otto Hightower holds the position doesn't change my obligations—and maintaining appearance of loyal Crown vassal serves everyone's interests." I allowed myself a moment of genuine satisfaction. "Besides, let Otto see what we've built. Let him calculate the cost of antagonizing someone with twenty-five thousand gold and four hundred soldiers. Numbers create deterrence even without explicit threats."
POV: Mira Waters
The budget increase caught Mira off guard.
"Fifteen percent across all departments?" She reviewed the allocation document Lord Corwyn had approved. "My lord, we've managed adequately with current resources."
"Adequate isn't the goal. Excellence is." Lord Corwyn stood at his study window, watching the harbor below. "You've been making miracles with insufficient funds for three years. Now we can afford to resource your departments properly."
"I... thank you, my lord."
"Thank yourself. The administrative systems you've built enable everything else. Merchants trust our harbor because your people maintain standards. Citizens are loyal because your departments address their needs. None of that happens without competent management." He turned to face her. "The budget increase isn't charity—it's recognition of value."

"The justice circuit could use additional clerks. Record-keeping has fallen behind as population grew."
"Hire them. Whatever you need—you have my authorization."
